Measurement And Evaluation Of High Quality Development In Beijing

The report of the 19 th national congress of the communist party of China points out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development.As the capital of China,Beijing should play a leading role and take the lead in promoting high-quality development,so as to provide "Beijing experience" for high-quality development of the whole country.At the present stage,Beijing has become a modern international metropolis,but the problem of unbalanced and inadequate development still exists.It is necessary to break away from the past development mode of gathering resources for growth and transform to a more intensive and more meaningful high-quality development.But what does high-quality development mean? How should high-quality development be judged? How can quality development be achieved? These questions have not been systematically answered by scholars.Therefore,the research on the connotation and development status of high-quality development theory in Beijing has strong theoretical and practical significance.On the basis of combing the related theories of economic growth and referring to the new economic growth model of developed countries,this paper constructs a systematic theoretical framework of Beijing's high-quality development.This paper argues that economic growth is the prerequisite for high-quality development in Beijing,that innovation-driven development,structural optimization,and efficiency improvement are the implementation paths at different levels,and that people's happiness is the foothold for high-quality development in Beijing.In this paper,the index system is constructed based on theoretical analysis,the development index is calculated by entropy method,and the main influencing factors are analyzed by factor analysis method.After comprehensive analysis,the following conclusions are drawn.The study found that,from the premise of high-quality development,Beijing's economic growth trend is stable;From the perspective of high-quality development path,the innovation-driven capacity is rapidly improved,but the investment in basic research is insufficient.The pace of economic structure optimization is accelerated.However,the external competitiveness of high-tech industry is weakened.From the perspective of high-quality development,the living standard of the people in Beijing is constantly improving,but the development of high-level secondary active service industry is weak.Based on this,this paper puts forward relevant countermeasures and Suggestions to improve the short board of development,including four aspects.Second,we will accelerate the optimization and upgrading of the industrial structure and improve the quality and efficiency of supply.Third,improve the efficiency of capital factor utilization and stimulate the vitality of market subject;Fourth,we will actively develop the domestic service sector to meet high-level needs of the people.
