On the basis of fully analyzing the scientific connotation,realization mechanism and realization path of green development and high-quality development,this paper elaborates green development and high-quality development into a green high-quality development theoretical framework,and concludes the five core connotations of green high-quality development: The first is high-quality green development,the second is green innovation development,the third is green coordinated development,the fourth is green open development,and the fifth is green shared development.Guided by the above scientific connotation of green high-quality development,a green high-quality development evaluation index system is constructed,and the index weights are assigned using the time-space range entropy weight method to construct a green high-quality development index and its sub-system index,and then quantitative analysis The green and high-quality development level of Chinese provinces and municipalities from 2012 to 2017.The results of the empirical analysis show that: the green high-quality development level of most provinces has been limitedly improved during the study period;the green high-quality development level of each province and municipality is significantly different,and both high-level provinces and low-level provinces have their own advantages and disadvantages;The regional differences in green and high-quality development levels diverge first and then converge within the study period.Finally,combining theoretical and empirical research,this article puts forward policy suggestions for improving China's green high-quality development from the five aspects of green high-quality development.
