A Study On The PPP Financing Model Of Tram In Chengdu

Infrastructure construction is considered to be a prerequisite for sustained economic growth because it provides products and services directly or indirectly to residents and businesses,and plays a very important role in national economic and social development.For a long time,the construction of public facilities was financed by the government’s finances,but with the increase of social demand,funding gaps have gradually become more and more serious.At the same time,infrastructure projects constructed only by the government have gradually shown inefficiency in recent years,and corruption has also occurred from time to time.Therefore,in the face of such tremendous pressure on the construction of public infrastructure in our country,simply relying solely on government funds has been unable to meet the current requirements for the construction of public infrastructure,which requires the participation of social capital-PPP model came into being.This way of public-private cooperation has become the best choice for the construction of public projects in China.With the continuous development of China’s economy and society,the new financing model of PPP has gradually replaced the traditional model,and can effectively solve the deficiencies in the old investment and financing model.The Chengdu tram tram project is a PPP financing project with public properties.It has a long construction period and a large amount of investment.Relying solely on government departments’ financial expenditure is far from meeting the rapid development of Chengdu’s rail transit construction.At present,the surplus capital of social capital is sufficient,and relatively stable development is maintained.Therefore,strengthening the cooperation between government departments and social capital is an effective method to solve the current construction of trams.This paper starts from the actual development of PPP financing mode,introduces the current background of the development of Chengdu’s rail transit and the status quo of the development of Chengdu’s tram PPP financing model.Take the example of a modern tram in Chengdu’s IT avenue as an example to conduct the PPP financing model.Specific analysis.The paper uses literature research method and case analysis method to conduct an in-depth study on the PPP financing model of Chengdu tram project,and put forward corresponding countermeasures and suggestions on the degree of project awareness,financing model,risk allocation,laws and regulations.After the study,it is found that the Chengdu tram project can effectively reduce the pressure of the government expenditure after the introduction of the PPP financing model,and make the government departments can save the funds and invest a number of infrastructure projects at the same time,so as to provide better quality products and services for the public.At the same time,for social capital,market expansion and technological innovation are the two most obvious advantages that can be obtained in PPP financing projects.Taking the modern tram of IT Avenue in Chengdu as an example,this paper makes a comprehensive analysis of the advantages and shortcomings of the PPP tram in the application practice of trams in Chengdu,and puts forward the optimization suggestions from aspects of cognition,financing,risk distribution and laws and regulations.
