Research On Efficiency Evaluation Of Provincial Maker Space Operation Based On DEA Method

The maker space,a new platform for innovation and entrepreneurship,has experienced explosive growth since the launch of the national “double innovation” plan in 2015.Although the maker space is growing rapidly,there are many reports on the high vacancy rate and insufficient profitability of maker space.The problems of serious homogenization,excessive dependence on government subsidies,lack of cooperation and communication have plagued the sustainable development of the space.At present,there are few empirical studies on the operational efficiency of the maker space in the academic community.It is necessary to study the efficiency of the maker space from the perspective of resource input and output,and then provide suggestions for improving the level of maker space development and improving the operational efficiency of it.Firstly,this paper analyzes the difference and relation between the hacker space,the maker space and the traditional incubator and sorts out the research status of domestic and international research,and then analyzes the current situation the maker space through the statistics of the science and technology ministry and the support policy for maker space of local government.Secondly,the data envelopment analysis(DEA)model of the maker space operation efficiency evaluation is constructed from the perspective of resource input and output combined with the actual operational characteristics of the maker space.Based on the empirical results,this paper analyze the deep-seated reasons affecting the maker space efficiency from the index of comprehensive efficiency,pure technical efficiency and scale efficiency,and then analyze the adjustment rate of the non-DEA effective provincial maker space by used method of the projection analysis.Finally,the spatial correlation model of the maker space operation efficiency has been explored by using the exploratory spatial data analysis method based on the operational efficiency value measure by DEA,and the study find the spatial interaction relationship that affects the efficiency of the maker space in local area.The analysis of empirical results shows that:(1)The overall operational efficiency of national provincial maker space is not high,and some provinces’ maker space is not efficient due to the mismatch between operation scale and development level;(2)from the perspective of redundancy resource input,the number of space service personnel,the amount of financial subsidies,the number of innovative education and training are more redundant in various provinces maker space and from the perspective of insufficient output,the number of intellectual property and the number of teams from the maker space is in a big shortage;(3)There is an imbalance in the development of the maker space in different areas,and the provinces of efficient maker space are insufficient to drive the surrounding areas.
