Research On The Countermeasures Of Supervision Problems After Mixed Reform Of State-owned Communication Enterprises

State-owned enterprises,especially state-owned monopoly enterprises,occupy a special position in China's market economy.On the one hand,state-owned monopoly enterprises have important functions such as national strategic plan,national economy and people's livelihood and macro-control;on the other hand,the state-owned monopoly enterprises themselves take the pursuit of the maximization of economic benefits as their ultimate goal.Hence,state-owned monopoly enterprises always seek balance between economic objectives and public goods.However,due to the continuous decline in economic benefits of state-owned monopoly enterprises in recent years,the state-owned monopoly enterprises have gradually exposed problems such as insufficient innovation capability,separation of government functions from enterprises and corruption.State-owned monopoly enterprises are in trouble,which must be reformed.In the latest round of state-owned enterprise reform,Xuzhou Unicom was listed as one of the first batch of mixed ownership reform pilot enterprises.After the implementation of the mixed ownership reform,Xuzhou Unicom will launch new businesses such as cloud computing,big data and the Internet of Things with private enterprises,integrating basic communication services with Internet company products in terms of business.After the reform of mixed ownership,whether Xuzhou Unicom can provide public products and services for the integrated communication services and continuously improve the service quality is an urgent problem to be studied.From the perspective of government supervision,this paper analyzes the nonstandard management behaviors that are easy to occur in the practice of related communication enterprises after the reform of mixed ownership,and then studies the deficiencies and reasons of previous government supervision.It systematically proposes ways and means to strengthen government supervision,such as establishing and improving the legal system of telecommunications supervision,perfecting the supervision system,clarifying the supervision subject and its responsibilities,and constructing a comprehensive supervision system.
