With the rapid development of China’s expressway construction,state-owned enterprises,as the main force involved in development and construction,must speed up the pace of personnel management reform,and improve the existing performance assessment methods by applying domestic and foreign advanced performance assessment theories and combining them with actual management methods.We will establish a performance management system with clear responsibilities,scientific rationality,fairness and fairness,commensurate with social development,achieve a balance between risks and interests,combine incentives with constraints,and maximize the enthusiasm of participating employees.Achieve the goal of "strong companies,happy employees".Based on the basic theory of performance appraisal,this paper makes an in-depth study of the performance appraisal system of the construction manager of the Shi-Qian Expressway in Chongqing.Find out its deficiency,and put forward the effective improvement plan,perfected the existing performance appraisal system,standardized the performance appraisal implementation process.The new performance appraisal system has the characteristics of being well-targeted and easy to implement,and has standardized the work standards of construction project managers and mobilized their enthusiasm,initiative and creativity.The company can more efficiently manage and control the construction management personnel of Chongqing Shi-Qian high-speed project to reduce the phenomenon of inefficient engineering,waste of resources,and unstable construction progress.It is also useful for improving the performance evaluation level of other types of project management in China.
