Study On The Quality And Safety Of Agricultural Products Supervision In CiXi

With the rapid development of China's economy and the increasing of Chinese people's income in recent years,people's demand for edible agricultural products has changed from the quantity to the quality and safety.But the agricultural producers prefer to maximize their profits with the lowest cost rather than keep the products quality and safety which will undoubtedly increase the production cost.After the exposure of a series of food safety issues by media tracking reports such as the Melamine event,the quality and safety of agricultural products has attracted the universal social attention and the crisis of confidence in the agricultural products has impacted the whole agriculture.So,it's important to strengthen the food safety supervision for the government to guarantee the product quality and safety.Here we take Cixi County as the research subject,discussing its existing problems and solutions in agricultural product quality and safety supervision,which could reflect the present situation of the city even the province to a certain extent.We first analyze study of agricultural product quality and safety supervision home and abroad,especially the successful experiences in developed countries.Through contrasting of the domestic and overseas supervisions,we attempt to select the right message about moving in a new direction for Chinese agricultural product quality and safety supervision.Then we choose Cixi as the subject of study to investigate the status of agricultural products quality and safety supervision through a large number of investigations in Cixi via understanding the development of Cixi agricultural product quality safety supervision system,the relevant laws and regulations and the current regulatory system.We evaluate the result of agricultural product quality and safety supervision in Cixi through research into agricultural inputs market,sampling quality inspection,red or blacklist for producers.Next,we utilize the theory of “market failure” and the public governance theory to analyze the status and the existing problems of agricultural products quality and safety in Cixi and try to find out the possible cause of the issue.At last,we combine theory with practice to propose solutions to improve the agricultural product quality and safety supervision in Cixi,of which the key work is to improve the market access system,to found the food traceability system,to develop the information release system step by step.Eventually a relatively complete agricultural products quality and safety supervision system will be established.
