Discussion On The Construction Of Quality Safety Traceability Supervision System For Agricultural Product

People regard food as their prime want and food safety is the first necessity among all.The quality and safety of agricultural products are closely related to the interests of the people,social harmony and stability as well as rural agricultural economic development,which draws more and more attention both in governments and the public of various countries.In recent years,the quality and safety of agricultural products in China presents a stable and good situation generally.However,safety incidents of agricultural products happen occasionally,such as melamine milk powder,Sudan duck,clenbuterol,poison bean sprouts,cadmium rice,mad cow disease,foot-and-mouth disease,bird flu,which does harm to consumers' physical and mental health and the society.The agricultural product quality control,safety prevention and accident treatment demand prompt solution.The establishment of agricultural product quality traceability system is an effective means of supervision,which has been widely adopted at home and abroad.The establishment of a traceability system needs support of law,government,enterprise and technology,as proved by the quality traceability system for agricultural products at home and abroad.At present,current domestical traceability system is not perfect in many ways,such as the failure to realize common knowledge sharing,significant “fragmented” state,poor convergence of the early trial and late promotion.In recent years,the agricultural product quality safety in Hantai district is constantly improving in aspects of organization and management,monitoring and inspection,law enforcement supervision and certification system.In addition,active practice is also promoting in the implementation of the province's agricultural products quality and safety traceability system,animal epidemic prevention identification and traceability system and traditional paper traceability.However,there are some difficulties and constraints in the construction of Hantai district supervision system through ways of questionnaire,discussion exchange and empirical study.These includes the low agricultural standardization,imperfect trace regulation,less motivated of stakeholder participation,unguaranteed authenticity of the information integrity,imperfect guidance and incentive mechanism and low public recognition,etc.Currently,the traceability of agricultural products should be focused on the traceability of responsibility.Also,the quality traceability system that combines the product logistics,regulation enforcement and information transfer synchronization and concentrates standardized production,normalized control,brand marketing,information services and procedural enforcement should be built as soon as possible.Firstly,laws and regulations need to be legislated.This requires taking consumer demand as the guide,identifying retrospective target and defining the core retrospective information,operation specification and implementation deadline.This defines legal liability and speed up law enforcement.Secondly,it is necessary to unify the traceability system.Unified national traceability system and central database should be established.Traceability standards and coding rules are unified.adaptive information carriers are developed.The quaternity leadership coordination mechanism of regulators,extension institution,enterprises and technical organization also need to be established.Thirdly,step-by-step promotion should be implemented.National integration of products traceability is achieved in local area by basing on local conditions,focusing on key points and implementing stepwise and relying on the national platform.Forcible tracking of pigs and pork products can be launched timely at national level.Functional structure of traceability system should be optimized and expanded to fruits and vegetables,aquatic products and other fields gradually.Fourthly,it is necessary to strengthen the support and guidance.The traced enterprise should be enforced the guidance of training and support of policy and funds.Fifthly,the traceability information is shared by agriculture,food and drug regulatory authorities.These departments need to work together to establish coordinated and social co-governance long-term mechanism by working closely and smoothing complaints report channels.Sixthly,publicity and education need to be strengthen.Retrospective management information releases regularly.Typical cases are exposed.Inquiry channels such as websites,mobile phones and terminals are unblocked.Consumption awareness is improved.Good quality and low price are achieved.Therefore,continuous traceability can be ensured.
