Research On Performance Evaluation Of Financial Funds For Precision Poverty Alleviation In H County,Southern Jiangxi Province

Our government has always been committed to poverty alleviation through development.In the past four decades since the reform and opening up,the poverty-stricken population has greatly reduced and poverty alleviation has achieved remarkable success.Our government began to explore the path of poverty alleviation through precision poverty alleviation in 2013.Since then,poverty alleviation has been given more prominence as a political task.“Fund support is the key to win the fight against poverty.” In recent years,the central,provincial and municipal governments continually increase financial investment in poverty alleviation,and local governments substantially increase their financial investment in poverty alleviation at the same time.As the financial security of the precision poverty alleviation,the financial fund has drawn the focus of the government and the public.How does it work and how to evaluate the fund performance? Is there any problem with fund regulation? These all call for further research.Southern Jiangxi province is a distinguished old revolutionary base area,where eight counties(cities and districts)belong to the contiguous area of the Luoxiao Mountain range,which is one of the main national battlefields of the anti-poverty war.In favor of improving the work of regional poverty alleviation through development,it is of great significance and value to study the performance of precision poverty alleviation funds in Southern Jiangxi province.In this paper,by the integrated use of literature research method,field survey method and other methods,a set of accurate performance evaluation system of financial funds for precision poverty alleviation is built based on lessons drawn from poverty alleviation fund performance evaluation systems built by the ministry of finance,the state council poverty alleviation office,poverty alleviation office of Jiangxi Province,the provincial party committee organization department and other departments at all levels,combined with opinions put forward by concerned experts.By means of the newly-built performance evaluation system,an intensive analysis and study on the financial fund for precision poverty alleviation in H county is conducted in this paper.In the analysis of the performance evaluation of the financial fund for precision poverty alleviation in H county,the following problems are found: unreasonable proportion of investment in poverty alleviation projects,low capital expenditure rate,unscientific management in the whole village promotion project,insignificant effect of poverty alleviation,poor performance evaluation of fund use by poverty alleviation staff,inaccurate fund use on poverty-stricken family,frequent violations of disciplines,weak financial supervision.In the end,this paper puts forward targeted countermeasures accordingly,such as enhancing the utilization ratio of poverty alleviation funds,arranging poverty alleviation funds reasonably,improving the management of poverty alleviation projects,implementing the primary responsibility of financial supervision,increasing the output of poverty alleviation funds.The analysis and study mentioned above,contribute to enrich and perfect the accurate performance evaluation system of financial funds for poverty alleviation.This paper also provides policy recommendations to the government on the formulation of a scientific,reasonable and efficient allocation scheme in order to improve the use efficiency of the precision poverty alleviation funds in Southern Jiangxi province,enabling the great accomplishment of the goal to lift all poverty-stricken people out of poverty by 2020.
