Regional Difference Of Economic Development, Educational Inequality And Government Intervention

Facing the inequality of education caused by the difference of regional economic development level,what is the performance of government intervention policy? This paper takes the reform of provincial candidates' admission system implemented in Kangxi period of the Qing Dynasty as a natural experiment.Using the cross-sectional data of provincial jinshi,taxation and population before and after the implementation of the policy,and using pooled OLS,it makes an empirical test and analysis on the impact of economic development level of different regions in Qing Dynasty on educational inequality before and after the policy.The study finds that the difference of economic development level is the main factor leading to the inequality of education,and the policy focusing on regional equity significantly reduces the marginal impact of economic development on the on the recruitment of Jinshi and promotes educational equity.The robustness of the above results is tested by the two-stage regression of instrumental variables(IV2SLS),which confirms the robustness of the above results.By further using pooled OLS and the cross-sectional data of Weike in Qing Dynasty,this paper empirically tests and analyses the impact of regional economic development level on the distribution of senior talents before and after the policy.The study finds that the policy can not fundamentally improve the distribution of senior talents.The provincial recruitment system based on regional equity has little impact on the admission of Weike talents.The level of regional economic development is the key to affect the quality of talents.This study not only shows that the government's emphasis on regional fair admission policy is conducive to reducing the impact of regional economic development level differences on education inequality,promoting the balanced distribution of regional talents and promoting education equality,but also shows that only promoting the economic development level of backward areas,improving the quality of education in remote areas,narrowing the differences of economic development level and education quality in different regions.It is the long-term solution to the problem of inequality in education.
