In recent years,the government has continuously increased its investment in infrastructure projects and other public projects.At the same time,it has stimulated the vitality of private investment to the greatest extent through PPP,and led social capital to participate in the construction of public projects.Public investment in government projects continued to play a key role in the development of the national economy.The government has provided an important guarantee for the planning,construction and development of cities through the investment and financing platform and the financing of urban construction.Improving the efficiency of capital utilization in government-led public infrastructures,avoiding and reducing the probability of using funds beyond budget,and promoting the sustainable development of cities have become the focus of local governments everywhere.Against this background,taking the over-budget of Chuzhou government project investment in Anhui as an empirical object,this study conducts a preliminary research and analysis on the influencing factors of the over-budget investment in government projects,and proposes their own suggestions for the related countermeasures from macro,meso,and micro-levels.By taking City Chuzhou,Province Anhui as an example,and utilizing 142 investment cases of the government public engineering since the “BIG CHU CITY” construction in Chuzhou city,the thesis does some further research on the influencing factors of over-budget of investment in government public engineering.It systematically identifies 17 influencing factors,which lead to the over-budget of the government programs,and finishes the frequency analysis,by viewing the reasons why the events need to be adjusted as the influencing factors,combining with professional literature studies,analyzing 9 aspects including programming drawback,and considering 80 municipal infrastructure program data.Based on this,by doing questionnaire survey,different program parties(owners of the projects,auditing departments,consultants and contractors)grade the degree of importance of all influencing factors,use SPSS software to do the statistical analysis,then find out 5 key factors which influence the over-budget of the government programs: programming drawbacks,owner commands,not possessing conditions to start,disobey of basic construction processes and design drawbacks.And this paper does the confirmatory factor analysis for these 17over-budget influencing factors by establishing confirmatory models through AMOS.In the conclusion part,it proposes 18 specific prevention and control countermeasures for 9 main drawbacks(13 factors)in our studies.Through questionnaire survey and SPSS statistical analysis,we conclude this paper with 6 prevention and control countermeasure factors such as procedure management factor,decision management factor,bid and audit factor,construction procedure factor,programming design factor and contract management factor,and then proposes specific countermeasures from 6 aspects,which provides references for government scientific countermeasures.This paper does relatively comprehensive analysis on the over-budget of investment in government public engineering,and proposes prevention and control countermeasure factors from 6 aspects such as procedure management,countermeasure management,construction procedure,programming design and contract management.It takes effective measures in investment construction activities of public engineering,increases social and economic benefits to the maximum extent,saves financial capital,promotes cleanness,prevents corruptions,and ensures the healthy and orderly development of the entire construction market.
