Since the reform and opening up,China's agricultural output has maintained rapid growth.However,while the supply of agricultural output exceeds demand,China's agricultural product quality and safety incidents frequently occur,involving production,processing,storage,circulation,consumption and many other links.The quality and safety of agricultural products is regarded as an overall system composed of the environment of production,production and processing,circulation and transportation,and government supervision,the whole process of quality and safety of agricultural products.It is of great theoretical and practical significance to conduct comprehensive research based on system theory.This paper combines “Food Safety Shandong” and promotes the establishment of national food safety city pilot activities,mainly focusing on the regional risk of farmland quality,the choice behavior of farmers in the production process and the evaluation of policy effects of the implementation process,including the following:1)Systematic evaluation of environmental quality in the producing area.Taking the quality and safety of agricultural products in Shandong Province as an example,based on the principle of system function,a nonlinear evaluation model was proposed to compare and analyze the environmental quality of agricultural products in different cities in Shandong Province.It is concluded that the quality and safety status of agricultural products in Shandong Province is generally at a good level,but there are obvious regional differences between the bases.2)Analysis of the influencing factors of farmers' production behavior.Taking the behavior of bio-pesticide application by farmers as an example,based on the logistic regression model,the behavior analysis of farmers using biological pesticides to produce safe agricultural products was analyzed.It is concluded that affected by factors such as individual farmers,production and operation status,and bio-pesticide prices,farmers with different influencing factors make different choices on whether to apply bio-pesticide.3)Evaluation of the implementation effect of the “Food Safety Shandong” policy.The “Food Safety Shandong” activity being implemented in Shandong Province provides a favorable natural experiment for the design and evaluation of agricultural product quality safety supervision policies,and evaluates the financial subsidy policy effects of farmers' consumption of bio-pesticides,confirming that the “Food Safety Shandong” action has been achieved a positive effect.Based on the above conclusions,the corresponding policy recommendations are proposed: when the relevant government departments supervise the quality and safety of vegetable agricultural products,they must establish a system management thinking,and focus on potential hazard control,pesticide residue control,water quality suitability,ecological environmental protection and fertilizer use.Supervision and management of the situation and other aspects;the government should strengthen the propaganda of agricultural products on the quality and safety of agricultural products,raise farmers' awareness of the quality and safety of agricultural products,and actively guide farmers to purchase safe and low-toxic biological pesticides.In addition,the government should also increase financial subsidies for farmers to purchase safe and low-toxic biological pesticides;enterprises should attach importance to investment in science and technology research and development,reduce the cost of purchasing bio-pesticides by farmers,pay attention to the factors affecting farmers' consumption of bio-pesticides,and build a pesticide-driven supply system centered on farmers;strengthen the supervision and management of the safety certification of “three products” for pollution-free agricultural products,green foods and organic foods,and use the market's reverse mechanism to guide farmers to actively consume biological pesticides to improve the quality and safety of agricultural products.
