EPC contract is popular pattern in the international engineering project contracting market, and has represented engineering project management mainstream of the modern western countries, applies EPC contract to achieve the reduction time limit and reduce the investment for a project. The engineering field steps faster with international since China has joined WTO, as well as continues along with the Chinese economy to develop fast, with Chinese enterprise's strength grows strong gradually and price superiority and so on, the Chinese EPC contract project are more and more many in the world. At the same time, for achieve project progress goal, overcomes the difficult in overseas EPC contract, the procurement progress manages becomes the important content which in the overseas EPC contractor project management.This paper based on Algerian SORALCHIN refine project which EPC contract by China petroleum Jilin chemical engineering & construction Co., Ltd., as reasons which natural environment and geographical environment and social environment and so on, brought a lot of difficult of procurement management, such as purchase scope is broadly for the project, the locality resources is few, the request standard is high, the natural condition is bad, the transportation journey is far, some suppliers aren't interesting and so on. Moreover, because EPC contract project has characteristic which depth overlapping and restricts mutually and affects mutually between the various departments in EPC project department, the department of engineering and construction and control in the project would brought some restrictions and influenced disadvantages to the procurement progress, some departments or units out EPC department, such as suppliers or owner, they would brought some restrictions and influenced disadvantages to the procurement progress also. The post of purchasing or expediting or inspection or traffic in the procurement management organize is depth overlapping and restricts mutually and affects mutually also, so these would brought influenced disadvantages to the procurement progress as subjective or the objective reasons.Thus it can be seen, for the insure the project general progress request, we have to solve above, the procurement schedule normal progress is the key to insure the project general progress, so to enhance the procurement management, especially procurement progress management is necessary. To use the theories and knowledge of project management to solve the restrictions and influence disadvantages which the procurement meets, for the procurement progress satisfy the project's request.This paper induced some correlation theories and knowledge of project management to solve procurement progress. First to introduce the project procurement correlation knowledge, described the project procurement definition and the importance, and the principles of procurement, to introduce the procedure of the project procurement. Next to introduce the theory of the project progress plan and control, the goal and method of to draw up the project progress plan, the goal and progress of project progress control, to describe how to operate the dynamic monitor, the comparison and analysis, the progress renewal to the project progress control. Finally to introduce adopting the project organization theory, the project conflict theory, the project communication and coordinated, the project team theory in the project organization and team theory.Based on the correlation theories and knowledge of project management, and project actual situation, this paper adopts the following methods to strengthen the procurement progress management:Based on the project procurement correlation knowledge, establishes the procurement management organizations, display procurement management organization's function. Through the organizational structure confirm the scope and degree of every work, the each other coordination, each duty and the responsibility. The five jobs of planning, purchasing, expediting, inspection, and traffic will confirmed, and confirm these jobs duty and functions in the procurement progress. Draw up the reasonably procurement flow to prove the procurement work successfully, thus to prove the procurement progress running, to analyze some links which are important to procurement progress in the procurement flow.Based on the thought which in any plan solved the first question is insuring the organization goal in the project progress plan and control theories; insure the procurement work's goal. Next to make procurement schedule which including general procurement schedule and each job schedule and each material schedule. Then to control the procurement schedule, according as the principle of dynamic monitor, to collect the information of the procurement actual progress, for analyze the situation of the procurement actual progress, and predominate the progress dynamic of the procurement schedule. According as the principle of comparison and analysis, to compare the procurement actual progress with procurement schedule, when the actual progress deviate from schedule, to analyze the reasons of deviation, and take the corresponding measure and the countermeasure. Finally according as the method which schedule renews to adjust schedule, when the deviations which the procurement actual progress with procurement schedule come under the influence of the project general schedule, is going to adjust the procurement progress, even the engineering schedule or construction schedule will been adjusted.This paper discourses upon the characteristic of the project organization to use procurement progress management, according as the project organization's flexibility and flexible characteristic, it may use manpower, how to provide the powerful condition for the procurement progress management, and use it to let the supplies which uninteresting for the project join the project. According as the characteristic which the emphasis project manager function, it may function in the procurement progress, the project manager is whole show in the project organization, he can all of the stakeholders in project organization, and communicates and coordinates the schedule and resources adjustment according with actual progress, for to satisfy the project request. And when procurement progress meets some difficult, the project manager's help and decision is the solutions. According to the emphasis team's cooperation spirit characteristic, discourses the engineering department and procurement department and construction how to coordinate, to prove the goal of the project and procurement. This paper also emphasized for prove the project procurement schedule progress, cannot leave the communication and coordination, the project progress control is to communicate relation which all of the department for completing the project goal. This paper discourse the resolvent for the project conflict, indicated the conflict reasonable solution also can speed up the procurement progress completed. Finally this paper discourses How using the project team function in the negotiations, emphasized the project team management is all successful management foundation, the procurement progress successful management establish the successful foundation in the project team also, for achieved the project goal to try our best.
