The Research On The Countermeasure Of The Rural Collective "Three-Capital" Management In YongJia County Of WenZhou City

At present,the development of urban and rural areas is unbalanced in China,the agricultural foundation is weak,the farmers' income is low,and the way of development of the rural areas is limited.To change the status quo,we need to develop the rural economy,raise farmers' income and increase the agricultural production.As the key to the development of the rural collective economy,the rural collective capital,resources and asset management,namely "three-capital" management,which is supposed to play an important role,however,is becoming the weakness and the source of various conflicts in regulation.This paper takes YongJia county of WenZhou city as the research object,and emphasizes on the investigation of the "three-capital" management.By viewing accounting archives,getting familiar with the process of county-rural two levels and communicating with the staff of the relevant departments,a lot of valuable information is attained.In addition,lots of real data from ZheJiang "three-capital" management IT system and annual report of rural management of YongJia Agricultural Bureau is referenced.By the investigation,a series of problems of the "three-capital" management are found,meanwhile,the reasons of those problems are analyzed.This paper analyzes the negative effects on the management of "three-capital" from the situation of the lack of understanding of the village cadres,the lack of implementation of "three-capital" management and the imperfect supervision and restriction mechanism.In order to make the "three-capital" management in YongJia more standardized and institutionalized,this paper put forward the corresponding reasonable suggestions based on the analysis of the cause of the "three-capital" management problem of YongJia,from raising awareness of village cadres,strengthening the supervision on management of "three-capital" and financial personnel,improving supervision mechanism,etc.to enhance the "three-capital" management work.This kind of reflection process from point to the surface has certain practical significance for the healthy and harmonious development of nationwide management of rural collective "three-capital".
