Rural collective funds,assets and resources are jointly owned by all the members of rural collective economic organizations,which are related to the vital interests of the rural people and the material basis for the realization of rural economic development and common prosperity of the rural people.Strengthening the management of "three capital" rural collectives is an important means to deepen the rural reform and stimulate the vitality of agricultural and rural development,which is conducive to maintaining the stability of rural society,promoting the construction of a clean party and government,promoting the democratic and political construction at the grassroots level,let rural areas also achieve economic take-off and steady development In this paper,on the basis of the understanding of related concepts and theories,Starting from the reality,I carried out a survey of all relevant information of rural areas in the village collective implementation of the "three capital" management on the spot in Yandu district of the city of Yancheng over the years.On the basis of first-hand material and related data obtained by the way of field investigation,this paper sums up the development process,current situation,the practice and effect of rural collective's "three capital" management in Yandu District,analyzes and studies the existing problems and causes of the management of rural collective "three capital" in Yandu District.This paper also sticks to problem orientation and explores feasible response plan and plan.Outside of the introductory section and conclusion,the main body of the paper consists of three parts.The first part expounds the concepts of rural collective economy,rural collective "three capital" and management.Rural collective "three capital" is the abbreviation of capital,assets and resources of village(group)collective economic organization.We should ensure that the members of collective economic organizations exercise their right of supervision and decision-making earnestly and manage and use the collective assets well.The ultimate goal of rural collective "three capital" management is tocontinuously increase the value of the collective "three capital" so that members can get the corresponding benefits and achieve common prosperity.The main basic theories of the rural collective's "three capital" management including principal-agent theory,internal control theory and decision theory are also introduced in thisn part.The second part discusses the development and achievements of the rural collective's "three capital" management and in Yandu district of the city of Yancheng.Yandu District has formed the "Yandu model" of rural collective "three capital" management with the characteristics of "data sharing,management responsibility and sunshine village affairs" by formulating system,finding out the family background of "three capital",integrating resource information and strengthening process management,we have achieved sound conditions of economic and social stability and development different situation,management level,imperfect system and low attention of the main body of the rural collective "three capital" in Yandu District,the management problems of the rural collective's "three capital" in Yandu still exists,for example the financial management system is not implemented in place,the village affairs are not standardized,the business level of the grass-roots staff is low,and the villagers' participation awareness is low.These problems have a negative impact.It is not conducive to the development of rural economy.In the third part,in view of the problems existing in the "three capital" management of Yandu rural collective,the author puts forward countermeasures and suggestions on strengthening the system construction,enhancing the participation consciousness of villagers and enhancing the ability and quality of each subject.On the one hand,we need to improve the existing system of organization and employment,village affairs publicity,village finance,grass-roots discipline inspection and supervision,and build a comprehensive rural collective's "three capital" management system;On the other hand,we should intensify the publicity of various policies,carry out targeted education and training,improve the initiative of villagers to participate in democratic management,improve the business ability of village-level financial and accounting personnel,and enhance the management ability of "three capital" personnel at the grassroots level.The innovation of this paper lies in that the author starts from the reality of Yandu,combines with the work practice,analyzes the problems of "three capital" managementof rural collective in Yandu district on the basis of the first-hand and relevant data and analyzes the causes,which has a strong practical reference significance.In view of the problems that need to be improved,this paper has made a specific plan and response plan which provide theoretical reference for we will continue to improve the ability and quality of the "three capital" management in rural areas collective in Yandu district,promoting the vitalization of Yandu countryside and promoting the sound and rapid development of Yandu district.It can also provide some reference for other local party committees and governments to solve outstanding contradictions and problems at the rural grass-roots level.
