Study Of Social Co-governance Of Food Safety In Jurong City

The food safety issue has been the most concerned issue in the process of building a comprehensive well-off society in China for three consecutive years,and it is a major livelihood issue.In recent years,frequent food safety incidents have reflected to some extent that the regulatory model which relies too much on administrative power has been unable to cope with the current severe food safety situation.The complexity of the food industry chain,the wide range of food safety governance,and the dual dilemmas of “government failure” and “market failure” in food safety supervision all urgently require the promotion of innovation in food governance models.The newly issued Food Safety Law puts forward the concept of "social co-governance".The 13 th Five-Year National Food Safety Plan issued by the State Council clearly states that it is necessary to give full play to the role of market mechanisms and encourage the mobilization of social forces to participate in food governance,so as to form a food security social co-governance pattern with corporate self-discipline,government regulation,social coordination and public participation.These ideas are of great significance to promote the transformation of China's food regulatory system.However,how to effectively coordinate food safety supervision with the concept of "social co-governance",promote the reform of food supervision in the main body,mechanism,methods and links,and achieve the goal of "good governance" is an urgent problem to be solved.This paper forms a comprehensive analysis perspective from the three dimensions of subject design,architecture design and operational mechanism,integrating public goods theory,social governance theory and government regulation theory.Firstly,it summarizes the domestic and foreign research status of food safety social co-governance and the research ideas of this paper.At the theoretical level,the causes of frequent food safety problems are analyzed,and the main governance models are summarized,which is taken as the necessary premise of this research.Secondly,through the summary of the general situation of the food industry in Jurong City and the introduction of the reality and empirical analysis of social co-governance of food safety,the present situation of social co-governance of food safety in Jurong City is described.From the perspective of the main body and mechanism,it points out the dilemma of the food safety social co-governance in Jurong City and its causes,which is taken as the research approach.Based on the practical experience at home and abroad,this study summarizes the feasible experience which has some reference significance as the research inspiration.Finally,based on the consideration of subject participation,institutional arrangement,mechanism innovation and other aspects,it puts forward the suggestions on how to optimize the operation mechanism by each participant,so as to achieve the organic coupling of policy design and value objectives,which is taken as the path to improve the social co-governance of food safety in Jurong City.
