In recent years,the development of global service industry and trade in services has become a new driving force to promote the growth of the world economy.In order to enhance the national competitiveness of a country,it is necessary to attach importance to the development of trade in services.In 2013,President Xi Jinping proposed a cooperative initiative to build the Silk Road Economic Belt and the 21 st Century Maritime Silk Road,which is a strategic opportunity to develop China's trade in services.Central and Eastern Europe has a very important strategic position in the "one belt and one way" strategy.Strengthening cooperation in trade in services with central and Eastern European countries is not only conducive to the development of bilateral trade,but also plays a very positive role in improving China's position in the world economy.This paper chooses 10 representative countries of China and Central and Eastern European countries as the research object,and uses the data of China and Central and Eastern European countries in 2005-2017 on trade in services.Measuring the Competitiveness and Industry Competitiveness of countries' Trade in Services and the degree of complementarity of China's Trade in Services with Central and Eastern European countries through relevant indicators.Based on this,the key areas of future cooperation between China and Central and Eastern European countries in trade in services are identified.And the factors that affect the competitiveness and complementarity of service trade are also discussed.Finally,some policy suggestions on how to improve the international competitiveness of China's trade in services and promote bilateral cooperation in trade in services are put forward.The conclusions are as follows: first,the economic situation of China and Central and Eastern European countries is developing well,the scale of import and export of services to the world is increasing year by year,and the bilateral trade in services is also gradually strengthening.In terms of the structure of trade in services,there is an imbalance in the development of all countries,and the structure needs to be further optimized.Secondly,according to the results of the TC index and the RCA index,China has a competitive advantage in construction,finance,computer and information,other business services and goods-related services.But China's competitiveness in transport,tourism,personal cultural and entertainment services is not as competitiveas in Central and Eastern European countries.Thirdly,China has strong competition with the Czech Republic and Poland in the export of services,and the competition between China and the rest of the Central and Eastern European countries is relatively weak.The competitiveness of trade in services with Croatia,Lithuania,Bulgaria and Slovenia has a continuing downward trend.Fourthly,China's service exports are highly complementary to the Czech Republic,Poland,Romania and Slovenia.China's service imports are highly complementary to the exports of most Central and Eastern European countries.The complementarities of bilateral trade in services are mainly reflected in transport,tourism and construction.Fifthly,according to the analysis of the relevant influencing factors,the corresponding policy suggestions are put forward:it is necessary to strengthen the training of professional personnel in trade in services.And promoting the structural upgrading of China's service trade industry,enhancing government investment in the service trade industry.On the basis of the existing cooperation in traditional services trade,we should continue to expand the scale of cooperation between China and Central and Eastern European countries,dig into new growth points,and attach importance to the development of emerging service fields with weak bilateral complementarity.In addition,we need to actively build a service platform for economic and trade cooperation,remove barriers to trade in services,improve the mechanism of bilateral cooperation,eliminate external pressure,and achieve mutual benefit and win-win results in trade in services.
