The Central and Eastern European countries are important trading partners of China and are the channels for the trade between Eurasian countries and China, since ancient times,Central and Eastern European countries have taken on the important role of the "silk road economic belt" transit zone, which is a necessary area of China's journey from land to Eurasia. In the implementation of China's "One Belt and One Road" strategy, the Central and Eastern European countries are both economically and politically important. The Central and Eastern European countries are experiencing profound economic restructuring after the european debt crisis, and its vigorously promoting the "eastward opening" policy coincides with China's " One Belt and One Road " vision, the development strategy of both sides fit well, and the cooperation has huge potential. This paper, based on the latest statistical data of UN COMTRADE database, starts the research from three levels: First, analyzing the development of foreign trade in Central and Eastern Europe countries with the perspective of China's major export target markets, export commodity structure and bilateral trade structure between China and the Central and Eastern European countries.Secondly, measuring the Export Similarity Index(ESI)of China and the 16 countries in Central and Eastern Europe in different target markets based on HS4-bit code export data, and the Trade Integration Index(TII)between Central and Eastern Europe countries and different trade partners, analyzing the trade complementarity and competitiveness between China and Central and Eastern Europe with the perspective of product segmentation.Thirdly, measuring GVC status index between China and the 16 countries in Central and Eastern Europe based on the HS classification products division, analyzing industrial complementarity and trade potential between China and Central and Eastern Europe countries from the perspective of Global Value Chain Division Status. The results show that in Germany,Russia, the United State and the world market, althought there is a certain competitiveness of export commodity structure between China and the major countries in Central and Eastern Europe, the stronger complementarity is more obvious. The trade ties between most countries in Central and Eastern Europe and Germany and Russia is close, but compactness degree of trade ties is failing. From comparative of the product global value chain division Status in China and the central and Eastern Europe countries,China and main countries in Central and Eastern Europe have a strong industrial complementarity in Primary products,Labor-intensive products,Raw materials of capital intensive products and High-tech Capital-intensive products.Primary products such as agricultural products, animal products, animal and vegetable oil products and mineral products;Labor-intensive products such as wood and wood products, toys and miscellaneous products;Raw materials of capital intensive products such as plastic, rubber products, cellulose pulp and paper products;High-tech Capital-intensive products such as mechanical and electrical products, transportation equipment, optical, watches, medical equipment. Finally, this paper will propose some suggestions from these four perspectives: Increasing import from Central and Eastern Europe to improve the bilateral trade imbalance;Promoting China and the Central and Eastern Europe FTA construction to expand Trade creation effect;Expanding infrastructure investment in Central and Eastern Europe to promote diversification of China's exports;Promoting the cooperation in production capacity between China and the Central and Eastern Europe to drive the growth of foreign trade.
