Since the “The Belt and Road Initiative” and “16+1 Cooperation” were proposed,China's agricultural trade development is facing new opportunities. As a traditional agricultural trade country,China has a large scale of import and export of agricultural products, but the market structure is unbalanced and unreasonable. It is highly vulnerable to the adjustment of agricultural structure, trade barriers, fluctuations in agricultural product prices and fierce competition for agricultural products of the same type in neighboring countries. In fact,China actively cooperates with Central and Eastern European countries in the import and export trade of agricultural products under the framework of “The Belt and Road Initiative” and “16+1 Cooperation”,which can diversify market risks, open up new markets for agricultural products trade, guarantee the effective supply of agricultural products, and meet the consumption needs of high-quality agricultural products. Then, combing the new characteristics of agricultural trade between China and Central and Eastern European countries since 2008,measuring the competitiveness of bilateral agricultural products in the common third-party market and the trade complementarity of bilateral agricultural products, and studying which factors affect the trade and trade potential, and then propose targeted Countermeasures, comprehensive and systematic answering of these questions have important theoretical and practical value.Based on the theoretical of agricultural trade between China and Central and Eastern European countries, using the data of agricultural trade between China and Central and Eastern Europe in 2008-2017,from the perspective of scale and structure and the overall trade, export trade, and import trade, the details of agricultural trade between China and Central and Eastern European countries are carefully clarified.Using the export similarity index to measure the competitiveness of China and Central and Eastern European countries in the common third-party market of agricultural products export, using the trade complementarity index to calculate and analyze the bilateral agricultural product trade complementarity, and construct a desirable extended gravity model to empirically test the influencing factors of agricultural trade. The trade potential is measured from the three trade flows of overall trade flow, export flow, and import flow. Finally, summarize the facts of bilateral agricultural trade and propose countermeasures for agricultural trade growth. The conclusions of this study are as follows:(1)Agricultural products market and variety concentration in China and Central and Eastern European countries;(2)The competitiveness and complementarity between China and Central and Eastern European countries and in the third-party common market show country differences and species concentration;(3)Economic scale, geographical distance, difference in demand structure and WTO accession significantly affect agricultural trade, the role of “16+1 cooperation” mechanism is not significant;(4)The trade potential of China and Slovakia,North Macedonia and other countries needs to be developed. This study proposes the following countermeasures:(1)rationally adjust the structure and scale of the import and export market, ease trade friction;(2)Increase investment in scientific and technological factors, improve agricultural production efficiency, and increase the added value of agricultural products;(3)Strengthen the promotion of high-quality agricultural products, optimize the structure of import and export varieties, and expand trade in complementary varieties;(4)take the CHINA RAILWAY Express and deepen the cooperation under the framework of the “16+1 cooperation” mechanism.
