Under the background of rapid urbanization,China's economy and society are developing rapidly.The contradiction between the resource elements and the strong development demand is becoming more and more prominent.Coordinating the rational and balanced allocation of various production factors and resource elements in urban and rural areas is the key link to promote the development of urban and rural integration.The rational layout and efficient use of construction land can effectively solve the land use demand in the process of regional development,providing strong support and factor guarantee for regional development.It is also an important part of releasing regional development space,optimizing urban and rural land use structure and improving urban and rural development quality.Based on the perspective of land use transformation,the land use status and the social-economic statistics,this paper systematically analyzes the transformation characteristics of urban and rural construction land in Changsha from 2005 to 2015.In terms of dominant characteristics,the paper analyzes the quantitative structure,type transfer and spatial distribution of urban and rural construction land in Changsha.In terms of hidden characteristics,the structural transformation index,efficiency transformation index and functionaltransformation index of urban and rural construction land in Changsha are measured by the evaluation index system.On the basis,the paper further analyze the coordination of urban and rural construction land conversion and urbanization development in different stages.Finally,the paper points out the problems existing in the transformation of urban and rural construction land in Changsha City,and puts forward targeted suggestions.The main findings of the study are as follows:(1)In terms of dominant characteristics,among the various types of urban and rural construction land use in Changsha,the rural residential area has the largest land use,the urban and designated town have the second largest land use,and the industrial and special land use is the smallest.During the study period,the scale of urban and rural construction land in Changsha continued to increase.The main source of new land was agricultural land,and the main direction of reduction was urban industrial land and transportation land.The relative spatial change rate of land use was introduced to quantitatively analyze the regional spatial differences of urban and rural construction land of Changsha.The calculation results show that the urban and rural construction land of Changsha showed an overall growth trend.The growth rate in the central area is generally faster than the surrounding areas.(2)In terms of hidden characteristics,during the study period,the transformation index of urban and rural construction land of Changsha continued to increase.The transformation index of the central urban area was generally higher than that of the surrounding districts and counties,and the difference between the two was slowly expanding.Different districts in Changsha have different levels of urban and rural construction land transformation during the study period.Among them,Changsha County is the region with the highest structural transformation level in the city;Furong District is the region with the highest level of efficiency transformation in the city;Liuyang City's functional transformation index and comprehensive The transformation index has the largest increase among all districts,corresponding to the region with the highest functional transformation level and comprehensive transformation level.(3)In terms of coordinated development evaluation,the model based on the target distance is introduced to measure the development level of urbanization in Changsha.The results show that the development level of urbanization in Changsha is increasing during the research period,but the urbanization subsystems occupying the dominant position is different in different development stages.Further,the coupling coordination degree model is used to calculate the degree of coordination between urban and rural construction land conversion and urbanization development in Changsha.The results show that theoverall coupling coordination degree of Changsha is between 0.4 and0.8,which is at the middle and low level.And the level of coupling coordination degree in the central urban area is higher than that in the surrounding areas.(4)In order to promote the intensive and sustainable use of urban and rural construction land,Changsha should strictly control the scope of construction land,implement three-planning-coordination policy;improve the increase or decrease linked policy,ensure the quantity and quality of supplementary cultivated land;summarize the experience of reform pilots and revitalize the resources for construction and construction;rationally promote the policy of linking people with land and money to promote the coordinated development of urbanization;improve the quality of urban and rural development,and promote the integration of urban and rural development.
