In the process to promote China from an aerospace big country to a world aerospace strong country,aerospace organizations are entitled with new responsibilities.Construction of a highly effective performance management system would increase organization vitality and competitive power.Taking into consideration about the aerospace mission and system features,Aerospace Science and Technology Group carries out full life cycle performance management to model projects and organizational performance management to subordinatedinstitutions.These two kinds of performance management patterns have overlapped and mixed.At this stage,further deepening the research about the aerospace project team performance assessment,which is basing on the project and organization assessment,has practical meaning.This article researches the current status of team performance assessment,takes an aerospace basic unit as research target,and deeply analizes the performance management from three aspects,which are organization strategic development needs,spacecraft model assessment requirements and superior assessment responsibilities.Using The Balanced Score Card,Key success factorsand Key performance indicators and taking into consideration the internal work flow features,this article decomposes the model project assessment requirements,organization expectation and strategy and superior assessment responsibilities,sets up a team performance assessment indicator system,which can not only guarantee the model mission success but also realize the development strategy.Finally,this article evaluate and compare the teamperformance of an aerospace basic unit by using multi-objective empirical analysis.
