We define MTSs as two or more teams that interface directly and inter-dependently in response to environmental contingencies toward the accomplishment of collective goals. MTSs have several key ingredients such as goal hierarchy and functional interdependence. New product development team is a typical MTS, which consists of marketing department, R&D department, Product department, logistics department and so on.During the era of global knowledge economy, in order to achieve economic growth both being high quality and fast, the optimal method is to promote the independent innovation capability of the whole country. As the nerve center of the national innovation network, if high-tech industry can get better independent innovation capability, it can also help other industries promote their independent innovation capability, apart from enhancing its own ability. The ability of NPD team decides the capability of independent innovation for high-tech enterprise, and the multi-team system learning will strengthen the ability of the whole MTS. The main aim of this paper is to construct multi-team system learning model, and we develop multi-team system performance measurement for NPD team in high-tech enterprise to test the validity the multi-team system learning model.First of all,we review the literature about the content of MTS, the main features of MTS, the multi-team system performance measurement for NPD team and other related research on MTS. Based on these literature, we find out that it is necessary and feasible to construct the MTS learning model and MTS performance measurement model for NPD team. Secondly, we get three dimensions for MTS learning model, that is goal hierarchy analysis, work process analysis and psychological environment analysis. Besides, we obtain three dimensions for NPD team performance evaluation model, that is product performance, work process performance and future performance. Then, we do empirical study on NPD teams of high-tech enterprises by using structural equation modeling method. The research shows that both model have acceptable fitting degree, and all the dimensions has past the significance inspection. MTSL positively impact the NPD team performance.At the end of this article, the author makes some management recommendations based on the previous conclusions, and discusses the limitations of this study, and research that researchers can do in the future.
