| Since ancient times,the formation and development of a region has been based on infrastructure construction.Infrastructure construction is a necessary prerequisite for the normal operation of a city’s economy and society,and an essential foundation for the economic development of a region and the happy life of its residents.It is an important driving force for economic growth.At the same time,for Xinjiang,it is the premise and guarantee for the leap-forward development of Xinjiang’s economy and society.Since the "Twelfth Five-Year Plan",Xinjiang’s economy has developed rapidly,but the problem that comes with it is the inconsistency between economic development and infrastructure construction,which has led to infrastructure construction becoming a "bottleneck" that restricts Xinjiang’s economic development.The development of infrastructure is related to Xinjiang’s economic development,the promotion of new urbanization,and the core position of Xinjiang in the “Belt and Road Initiative”.It is also of great significance for building a well-off society in an all-round way.Therefore,after clarifying the definition,classification and development connotation of infrastructure,this paper determines that the research object is an engineering infrastructure that provides services for social residents.It can ensure the normal operation of economic and social development in a region and the theoretical basis of infrastructure.the study.Through statistical analysis to understand the status quo of infrastructure investment in Xinjiang,the comparative analysis of the average investment level of Xinjiang and the provinces along the Silk Road Economic Belt.Then,according to the research object,the evaluation index system of infrastructure development level is constructed,and the entropy method is used to evaluate the development level of infrastructure in Xinjiang,and compare with the development level of the provinces along the Silk Road Economic Belt.Through comparative analysis with the provinces along the Silk Road Economic Belt in terms of investment and development level,it is found that there are the following problems in the development of infrastructure in Xinjiang: the total amount ofinfrastructure investment is insufficient and the source is relatively simple;the industry investment is relatively concentrated,and the investment between industries is not The difference between regions is large,and the infrastructure investment in economically backward regions is less;the development of various subsystems is not coordinated,and the overall development speed is slow.Through the analysis of the existing problems in the infrastructure,the feasible measures for the problem are proposed: promoting the reform of the investment and financing system,broadening the financing channels,and absorbing social capital;coordinating the inter-industry funds and increasing the financial support for the economically backward regions of Xinjiang;Complement the “short board” in infrastructure development,promote the coordinated development of various subsystems;improve the level of infrastructure development while improving the management level of infrastructure.In combination with Xinjiang’s own development,it proposes relevant policy recommendations that can improve the level of infrastructure development.Specifically,it includes increasing national support for Xinjiang and promoting infrastructure development in Xinjiang;formulating infrastructure supporting policy systems and coordinating infrastructure and economy.Relationship;implement the main responsibility of the government,do a good job in supervision and management;strengthen the information management of infrastructure management and improve the level of infrastructure management. |
