In the new period, we have to speed up the economic development and narrow the regional development differences in the west, so as to realize the common prosperity has become the main target of our social and economic development. Since the founding of the regional economic development strategy in China: from balanced to non-balanced, then efficiency and fairness to the strategic transformation of the overall regional development, reflecting the evolution of the government’s deep thinking about the scientific development road of socialism with Chinese characteristics and its theoretical and practical. However, with the development of society, the development gap of the western like Xinjiang and eastern regions is becoming more and more obvious. In fact, narrow the development gap between the eastern and the western area is an important problem, but is not the key issue, under the new round of a coordinating development of regional characteristics of national and regional economic development strategy background, the core problem of underdeveloped areas such as Xinjiang is that: in accepting the poverty alleviation, support and development at the same time, how to optimize the effective allocation of existing resources, and efforts to enhance capacity for self-development.This article from the concept and theoretical basis of regional self-development ability, deeply studies the influence factors of regional self-development ability, in the self-development ability at home and abroad for reference, research results and this paper defined on the basis of the self-development capacity, combining with the actual situation of the development in our country at present stage, establish national provincial administrative unit and Xinjiang after the municipal self-development ability evaluation index system. Based on the index system and the related data of application system for the nation and throughout Xinjiang city of self-development ability analysis of quantitative evaluation, respectively, and then according to the development of Xinjiang, analyses the reason of its self-development ability is not strong in Xinjiang. Finally, this article from the ecosystem level, social system and economic system level put forward relevant countermeasures and Suggestions to raise the capacity of Xinjiang region self-development.In this paper, on the basis of combining previous research, for self-development ability has carried on the exploration of study the following aspects: First, to define the self-development ability, respectively for the provinces and Xinjiang around the city’s economic and social development reality of self-development ability evaluation index system, from the provincial and regional quantitative evaluation of two level self-development capacity.
