Analysis On The Problem Of Returning To Poverty In The Practice Of Precision Poverty Alleviation

At present,the main social contradictions in our country have been transformed into the contradictions between the growing needs of the people for a better life and the unbalanced and inadequate development.It is of great significance to study the problem of returning to poverty in rural areas to achieve the goal of poverty alleviation and to create a better life.This article uses the literature analysis method,the interview investigation method and the case analysis method,first,from our country poverty alleviation development basic course,clear the new period precision poverty alleviation request and the practice situation.Then,based on the field investigation in Liannan county,the paper analyzes the manifestation and causes of the problem of returning to poverty in practice of precision poverty alleviation in Liannan county,including the practice and effect of precision poverty alleviation in Liannan county and the phenomenon of returning to poverty in practice of precision poverty alleviation in Liannan county.As well as Liannan county poor households to return to poverty the main causes.Finally,based on the analysis of the causes and the exposition of the current development situation in the rural areas of Liannan county,the paper puts forward the countermeasures for the poor households to return to poverty,which can provide a reference for Liannan county to carry out the work of reducing poverty and returning to poverty precisely.It also has practical guiding value for other poor counties to prevent poverty.Based on the field investigation of poverty relief population in Liannan county,this paper finds that the poverty return rate of poverty population in Liannan county is about 30% in recent years,which shows that Liannan county is facing a severe problem of returning to poverty in precision poverty alleviation at present.The causes of poverty return to poverty include five aspects: poverty caused by external force majeure factors,poverty caused by low education level of rural household heads,and poor health of labor force.Backward ideas lead to poverty,too dependent on policy to return to poverty.It can be seen that there are many reasons for the poor population to return to poverty,both the causes of the poor population itself,but also the external reasons,both by objective factors,but also reflects the shortcomings in the implementation of precision poverty alleviation work.To this end,it is necessary to improve the causes of the precise poverty reduction policy.This study combines with field research and relevant theoretical analysis,aiming at the problem of poverty return in practice of precision poverty alleviation in Liannan county,we should actively construct the mechanism of returning poverty early warning,including policy environment early warning,natural environment early warning and main body early warning mechanism.At the same time,improve the policy guarantee system,especially for poor families who return to poverty due to illness and disasters,should give assistance in time,and build a relatively perfect rural education,medical care and old-age security system;In the final analysis,the problem of returning to poverty in poor counties is also a problem of poverty alleviation.Therefore,the county should,in light of its own actual conditions and resource advantages,innovate the mode of poverty alleviation,enhance the sustainability of poverty alleviation,and at the same time promote the adjustment and optimization and upgrading of the industrial structure.We should vigorously develop the rural economy,lay a material foundation for poverty alleviation and return to poverty,and at the same time create more employment opportunities and self-development opportunities for the poor.
