| At present,the focus of poverty alleviation in China has shifted from poverty alleviation to the determination not to return to poverty on a large scale.China has entered a new era of poverty alleviation to consolidate the achievements of poverty alleviation.How to continue to consolidate the results of poverty alleviation and prevent the poverty relief population from returning to poverty has become an urgent problem to be solved in effectively connecting the rural revitalization work.The scientific establishment of dynamic monitoring and assistance mechanism for preventing poverty return is an important part of consolidating the results of poverty alleviation.A sound dynamic monitoring and assistance mechanism for preventing poverty return can make poverty alleviation work sustainable.As early as 2019,L District of Sichuan Province realized poverty alleviation and began to explore the dynamic monitoring and assistance mechanism for poverty prevention.Through studying the dynamic monitoring and assistance mechanism of poverty prevention in L District of Sichuan Province,this paper combs the current situation of poverty prevention in L District,conducts research around the construction of dynamic monitoring and assistance mechanism of poverty prevention in L District,analyzes the existing problems of the mechanism,and puts forward suggestions for optimization and improvement.This article consists of six chapters.The first chapter is an introduction.Firstly,by reviewing the background of poverty alleviation and development in China,as well as the background of poverty prevention and control work,the research significance was explained.Domestic and foreign scholars’ research on the causes and governance methods of poverty return,dynamic monitoring of poverty prevention and assistance mechanisms were summarized.Secondly,research methods including literature research methods were elaborated,and finally,the innovation and limitations of this study were pointed out.Chapter 2 is the conceptual definition and theoretical basis.This chapter defines relevant concepts such as poverty prevention and explains the theoretical basis of system theory.Chapter 3focuses on the current status of dynamic monitoring and assistance mechanisms for poverty prevention and control in L district.Firstly,the basic situation and typical case analysis of poverty prevention and control in L district are introduced;Secondly,the construction process of the dynamic monitoring and assistance mechanism for preventing poverty return in L district was explained.Finally,the effectiveness of the dynamic monitoring and assistance work for preventing poverty return in L district was summarized.Chapter 4 pointed out the problems of dynamic monitoring and assistance mechanisms for preventing poverty return in L district,and conducted research from aspects such as its own operation,information collection status,and assistance mechanisms,analyzing the problems and shortcomings of the mechanism.Chapter 5 proposes optimization suggestions for the dynamic monitoring and assistance mechanism for preventing poverty return in L district by adjusting the operation of the mechanism,collecting information from multiple perspectives,and building a complete assistance system based on the issues raised in Chapter 4.Chapter 6 is the conclusion and outlook. |
