The Study On The Government Guidance Of Cultivating High And New Technology Enterprises In Zhanjiang

High-tech enterprise is an important subject to promote technological innovation,industrial upgrading,is an active force to promote regional development.From the "Guangzhou Bay" era to the early stage of reform and opening up,Zhanjiang has been one of the fastest and most important cities in Guangdong.However,due to various historical reasons,the development of Zhanjiang has been in a relatively backward situation in the past 30 years,and it has become one of the typical representatives of underdeveloped areas.In China,the government plays an important role in guiding the development of high-tech enterprises.But for Zhanjiang Municipal Government,despite its successive promulgation of relevant high-tech enterprises cultivation guidance measures and management measures,constantly strengthening support for the development of high-tech enterprises and actively mobilizing local scientific and technological resources(e.g.numerous undergraduate and tertiary institutions,scientific research institutions,scientific and technological personnel,scientific and technological achievements,etc.),the vigorous development of high-tech enterprises in Zhanjiang City has not yet occurred.It has achieved the expected goal.Therefore,studying the government guidance of cultivating high-tech enterprises in Zhanjiang is of great practical significance for cultivating high-tech enterprises,developing high-tech industries and building the central city around Beibu Gulf.This paper takes the government guidance of cultivating high-tech enterprises in Zhanjiang as the research object,analyses the theory of government guidance of cultivating high-tech enterprises,clarifies the relationship between government role and market mechanism in cultivating high-tech enterprises,and systematically expounds the ways of government guidance of cultivating high-tech enterprises.Secondly,by consulting literature,special investigation and other ways,this paper objectively analyses the current situation of Zhanjiang's high-tech enterprises cultivation,finds out the problems existing in the government's guidance of high-tech enterprises cultivation,and analyzes the reasons behind the problems.Thirdly,by using comparative analysis method,this paper studies the experience of domestic and foreign governments in guiding the cultivation of high-tech enterprises,so as to draw inspiration for the guidance role of Zhanjiang Municipal Government.Finally,according to the local reality of Zhanjiang,this paper puts forward some countermeasures and suggestions to improve the government's guidance on the cultivation of high-tech enterprises: first,to innovate the concept of development and improve policy service guidance;second,to increase investment and improve the cultivation environment of high-tech enterprises;third,to plan scientifically and guide the high-tech industrial clusters rationally.
