Housing is one of the most basic human needs.With the rapid development of the national economy,the housing price also rises sharply.The housing security has risen from the initial local practice to the national plan.This paper focuses on the optimization of housing supply structure to maximize the benefits under the existing housing security system.Firstly,the paper constructs the decision-making and evaluation system of affordable housing construction.Paper stand in the perspective of government,from the housing planning,construction,operation,consider the check-in process,combining the theory of western fiscal expenditure performance evaluation of 4 e,economy,efficiency,equity index index system of three level of decision-making,and refine the recovery of funds for the construction costs,operating costs,and utilization rate of housing,housing burden rate,resident satisfaction,rights and fairness,not benefit rate and opportunity fairness of nine secondary indicator;Then index weighting is carried out.Objective weighting is based on actual data,while subjective weighting is based on the experience of evaluators.Combining the advantages and disadvantages of the two,this study adopts the idea of combined weighting.The comprehensive benefit scores of all levels of indemnificatory housing are calculated,from high to low,which are indemnificatory commercial housing,indemnificatory rental housing and public rental housing.Secondly,the paper constructs a linear optimization model of affordable housing construction.In order to maximize the benefits of comprehensive human,material and financial resources and other resources that the government plans to invest in social security housing,the maximum amount of resources to be invested is studied as the number of social security housing units,namely the construction index of 100,000 social security housing unitsthat the municipal government has planned to start construction in the next three years.Combined with the preconditions of housing security coverage and the development vision of housing security equalization,a linear optimization model is established and solved by the simplex method.Finally,this paper takes the construction of affordable housing in xiamen city as an example to conduct empirical research.By comparing the theoretical research results with the actual planning and construction amount of affordable housing in xiamen,it is found that the planning and construction proportion of xiamen is specific and reasonable.Empirical research also found that in the case of the current policy unchanged,the beneficiaries of low-cost commercial housing,affordable rental housing will increase with the population inflows continues to increase,and the beneficiaries of public rental housing will remain in a state of dynamic balance,only in the case of flows into the larger year-on-year growth in population,the demand will be more apparent.After nearly two years of tracking research,we have a deep understanding of the current housing security system,and put forward policy optimization Suggestions for the current situation,such as expanding the beneficiaries of rental housing,especially the beneficiaries of public rental housing;Formulate effective rent adjustment mechanism as soon as possible.
