As a brand new operation mode,non-truck operating common carrier(NTOCC)comprehensively integrates business entity of transportation market,transport capacity resources and information resources,and utilizes open operation platforms on the Internet to achieve high quality,high efficiency and mutual benefit of involved parties.Therefore,NTOCC is of great significance to the integration of market resources in logistics industry,standardizing each business norm,realizing intelligent tracing of information flow and promoting transformation and upgrading of logistics industry.Targeting at NTOCC pilot projects and taking De Lin Land Port Branch of An Gang Qi Yun Transportation Company as an example,systematic solution schemes from resource integration,operation scheme design to establishment of operation guarantee system,which provides practical reference to pilot projects and actual operation of NTOCC.In terms of resource integration,based on vehicle and cargo optimal allocation of NTOCC,a transport capacity resource optimal allocation model of NTOCC with constraints condition of opportunity is built.Then neural network hybrid algorithm and particle swarm algorithm are utilized to solve the model and verify the practicability and effectiveness of mathematical model and its algorithms.In terms of operation scheme design,on the basis of the analysis of current situation and summary of problems,NTOCC operation schemes are figured out from five aspects of business process framework,organization of source of goods,logistics union,service quality management and operation scheme implementation and from the perspective of technology.By virtue of the design of whole vehicle ordering and profit mode of less-than-carload freight business as well as profitability analysis,the economic feasibility of the operation scheme is analyzed;then a scheme of NTOCC operation guarantee system is also proposed,whose contents include organization guarantee system,service guarantee system and integrity guarantee system.Finally,a set of comprehensive and pointed NTOCC operation design scheme is formulated.With regard to information project functional design,as information platforms are technical guarantee of success or failure of operation of NTOCC,high or low efficiency and resource allocation level,an analysis on information platform function demands is carried out and a systematic design idea based on three-layer C/S overall architecture is put forward.Then the design scheme of the system's overall functional modules and functional interface,operation environment conditions and specific realization schemes are provided.The case study indicates that systematic solution schemes for NTOCC provided in this thesis possess following characteristics and superiority: standard freight rates,normative services,deep online and offline integration,online transaction and payment,strong data and business expansibility and strong operability.
