Construction And Application Of Evaluation Index System For Suburban Rural Revitalization

At the 19 th National Congress of the CPC,General Secretary Xi Jinping pointed out that China's rural development needs to implement the strategy of rural revitalization.However,the level of development in rural areas is relatively different now.How to construct rural revitalization countermeasures in line with the development of different rural areas is particularly important on the basis of a correct understanding of the connotation of rural revitalization and adjusting measures to local conditions,of which current situation evaluation based on the index system is the foundation.Due to the special location advantages and development level of suburban villages,it is regarded as the focus of the research on the rural revitalization strategy,and an evaluation index system of suburban villages is constructed.Taking Zhaoquanying town as an example,the development status of its rural revitalization strategy is analyzed and development countermeasures are put forward,which provides reference for the development of suburban villages and is of great significance for promoting the full implementation of the rural revitalization strategy.This paper first sets out from five aspects of the strategic policy of rural revitalization and sets it as a first-class index.Then it adopts AHP and selects two-class and three-class evaluation index systems respectively under the conditions of industrial prosperity,ecological livability,rural civilization,effective governance and rich life according to the development of suburban villages.After screening the indicators,the judgment matrix is constructed,and then the index weight and target value are determined.Finally,an evaluation index system for the revitalization of suburban villages including 5 first-class indicators,10 second-class indicators and 39 third-class indicators is constructed.Secondly,taking Zhaoquanying town in Shunyi district of Beijing as an empirical research object,this paper uses survey research methods and literature research methods to obtain relevant data to carry out a comprehensive evaluation of the rural revitalization strategy.The research results show that Zhaoquanying town in Shunyi district is in the stage of rapid rural revitalization,but the degree of revitalization is not balanced.The specific manifestations are: ecological habitability >industrial prosperity >effective governance >rich life >rural civilization.It can be seen that in the process of local development,Zhaoquanying town focuses on the development of ecological environment protection and lacks the importance of cultural revitalization.The evaluation score of living well-off is only stronger than that of rural civilization,which shows that the villagers in Zhaoquanying town are not satisfied with the local development status.Finally,the paper puts forward some suggestions for the revitalization of suburban villages,including paying attention to green development,paying attention to the protection of ecological environment while developing industries to drive the economy,increasing regional cultural publicity and promoting the construction of civilized countryside,so as to improve the spiritual civilization of farmers to promote the satisfaction of farmers in living,and finally realizing the overall revitalization of villages.
