The Study Of The Effectiveness Of Central Enterprise Reorganization In The State-Owned Reform

Since the beginning of the new round of state-owned enterprise reform in 2013,the central enterprise reorganization has been widely concerned by the society as the first implementation of the reform measures.In fact,the central enterprises restructuring since the 2003 establishment of the SASAC to begin implementation.On the one hand,benefited from the reform of local state-owned enterprises in the last round of SOE restructuring pilot experience,from the central to the strategic industry macro-control on the other hand,promotion.The reorganization of central enterprises chose 10 enterprises in two batches from the capital market reform,to reform the response after restructuring made to improve efficiency in a certain extent,and improve the operating performance of central enterprises.However,if only the financial data can not determine the extent of the impact of the policy on the central enterprises,exogenous factors other than the policy can not be ruled out.Based on this,this paper selects the difference in policy analysis has been widely used for the model,by setting the similar natural experiment "treatment group" and "control group",the policy of the central enterprises restructuring of the utility of quantitative research.The results show that in the current round of state-owned enterprises reform,the performance of the central enterprises in the year has been improved,but the next year due to the restructuring bonus attenuation,performance has not continued to rise.In addition,based on the qualitative analysis of the research and some descriptive,this paper also found that the restructuring policy has lasted nearly 20 years,which not only consider the enterprise performance factors,and the need to pay attention to the central enterprise international competitiveness,industry leadership,the key price regulation of multiple factors.On the basis of the research conclusion,this paper puts forward some suggestions on the form and direction of the reorganization of the central enterprises in the future.
