After the end of the cold war,the interdependence of power structure and the market mechanism have gradually penetrated into the energy sector with the easing of overall international situation.Under the global integration of energy system.The convergence of economic interests bring similar goals and policy needs among resource countries.However,looking back into their specific policy practices,traditional and emerging energy producers present different intensities of resources controls.why it appears such a situation? Traditional material-rationalist theories focused on material phenomena such like the geopolitical power,economic motivation and interest stimulation.Based on the perspective of constructivism,this paper pays the attention to social factors like concept,identity and norm.In multiple equilibrium of the international energy market,interests and preferences are not naturally given.The policymakers are usually influenced by social factors and takes different energy policies.Under the background of One Belt and One Road,our overseas investments should focus on the soft environment of resource countries such as economic idea,social identity and system conditions with the deepening trade relations of China-Africa and China-Latin American.
