Discussion On Financial Poverty Alleviation Model Of Sichuan Branch Of Agricultural Development Bank Of China

Since the 18 th CPC National Congress,the Party Central Committee with Xi Jinping at its core has placed the anti-poverty assault on the important position of governing the country and the government and raised the strength of the whole party and the whole society to fight against poverty in an all-round way.The report of the 19 th CPC National Congress pointed out that the fight against poverty should be carried out accurately,so that a well-off society can be recognized by the people and can stand up to the test of history.At the same time,taking poverty alleviation with precision as one of the three tough battles that must be fought to build a well-off society in-round way requires completion in three years.As a financial arrangement to support agriculture,rural areas and farmers at the national level,the central government has adjusted its position on duty many times.At present,as the only agricultural policy-oriented financial institution in China,the ADBC,the Agricultural Development Bank of China,is based on being a national bank,a bank supporting agriculture and a bank making up for the shortage.For a long time,the ADBC has taken the service of agriculture,countryside and farmers and the national strategy as its own task.It has gone through the process of establishment,development,reform and improvement,and has many institutions,wide coverage and deep cultivation of agriculture,countryside and farmers.It is a powerful starting point for the implementation of the national financial policy and the service of poverty alleviation.In June this year,the CPC Central Committee and the State Council’s guidance on winning the three-year battle against poverty clearly pointed out that they should support the National Development Bank and the Agricultural Development Bank of China to further play the role of the Financial Division for Poverty Alleviation and strengthen financial precision poverty alleviation services.Sichuan Province,as the main battlefield of the national poverty alleviation program,has the characteristics of deep poverty,large number of poor people,wide distribution and large demand for funds.In order to serve the national poverty alleviation strategy,Sichuan branch of the ADBC took positive actions,took the financial support to fight poverty alleviation as its bounden responsibility,took the initiative to perform its duties,comprehensively used the five main credit modes of purchasing services,helping the poor across the bridge and the entire industrial chain,and fully helped Sichuan to fight poverty alleviation,providing a large amount of financial support for poverty alleviation and relocation,rural roads,rural tourism,water conservancy facilities,education and medical care,and achieved good results,winning wide praise from local party and government.Although Sichuan branch of the ADBC has made some achievements in financial poverty alleviation,there are still some deficiencies and needs to be improved in such aspects as the improvement of poverty alleviation model,research and development of poverty alleviation products,the expansion of poverty alleviation scope,and the cultivation of poverty alleviation talents,resulting in poor results.The ancients said,two heads are always better than one.Looking at many countries in the world,such as Bangladesh,Indonesia,Bolivia and the United States,financial poverty alleviation work was carried out earlier and accumulated certain experience in the development process through many years of practice.Domestic financial poverty alleviation models such as development finance,land transfer and Guangdong Yunan have also emerged.These models have achieved valuable results in different periods.On the base of analyzing the effectiveness and shortcomings of Sichuan branch of the ADBC financial model,the paper summarizes the general practices and theoretical basis for its successful operation through the analysis and research of domestic and foreign financial poverty alleviation models,and draws on its successful experience to put forward targeted plans to improve and perfect financial poverty alleviation model of Sichuan branch of the ADBC,mainly from the aspects of target orientation,system improvement,product innovation and organizational guarantee,so as to promote financial poverty alleviation work of Sichuan branch of the ADBC in an all-round way.
