Performance appraisal system as an important part of human resource management system,for the enterprise strategic target implementation plays an important role in promoting,has been the emphasis and difficulty in enterprise human resources management system construction.The performance evaluation system of company function department,due to the particularity of functional departments working,there are some problems like work result is hard to quantify and measured,or cannot be performed about effectiveness in short term,all of these cause the evaluation result would be too subjective or unilateral,the fairness has been questioned,easy to become a mere formality,employee involvement willing is not strong,the degree of satisfaction is not high,etc.How to solve the appraisal system issue on function departments,find out a way of the performance appraisal can measure,more objective and fair evaluation.To the thesis writing,the author through reading a large amount of the current performance management at the forefront of research and management theory,summarizes the characteristics of the functions of the enterprise performance evaluation and requirements.This study is from the perspective of the employee competency assessment,based on the principle of corporate strategy goal and client orientation,combine competency assessment with performance assessment,raise up a new solution on performance appraisal system of function department.The study in the functions of the A company as an example,through scientific research and analysis,design a new performance appraisal system for the functions of A company.The new system improved the overall performance system,for A company's internal management level has practical significance.
