RH Company is a state-owned enterprise of China Irrigation and Drainage Development Center directly under the Ministry of Water Resources of the People's Republic of China.Based on optimizing the enterprise administration of state-owned enterprises,this paper studies the performance appraisal system of project managers of RH Company.Starting from the practical problems existing in the performance appraisal of RH Company,this paper constructs the competency model of project managers of RH Company and carries out the model.Applying performance appraisal to improve the existing performance management system of project managers of RH Company provides a new perspective for the performance appraisal system of project managers of water conservancy engineering enterprises,promotes the improvement of performance management level and core competitiveness of project managers of RH Company,promotes the construction of core competence and the change of organizational structure of enterprises,and promotes the reserve and cultivation of talents and future development of enterprises.The formulation and implementation of exhibition strategic planning is of great operational and practical significance.This paper considers that the problems existing in the performance appraisal of project managers in RH company at the present stage mainly include the inconsistent understanding of the value of performance appraisal within the company,the lack of communication mechanism in the process of performance appraisal,the lack of a performance appraisal training system,the unscientific setting of evaluation indicators,and the separation of performance appraisal from other management activities.There are five aspects.The causes of these problems include unreasonable goal setting of performance appraisal,the need to strengthen the understanding and attention of performance appraisal within the company,the management mode of performance appraisal does not meet the needs of the company's development,the lack of operability of performance appraisal indicators,and the lack of external environment for the use of performance appraisal results.The key factors in the competency model of project managers in RH company include nine abilities or characteristics: innovation ability,responsibility,flexibility,team management ability,execution ability,authorization ability,communication and coordination ability,learning ability and customer service ability.To ensure the implementation of the performance appraisal system for project managers in RH company,we need to further clarify the responsibilities of the appraisal managers,strengthen the training of the appraisal subjects,strengthen the monitoring of the performance appraisal process,pay attention to the feedback and communication of the results of the performance appraisal and improve the four aspects.
