Research On The Interactive Development Of Migrant Workers Returning Home To Start Businesses And Targeted Poverty Alleviation In Luoyang

In 2017,the No.1 document of the Central Committee proposed that in order to activate the endogenous driving force of agricultural and rural development,we need to improve the system of rural labor transfer and employment and rural entrepreneurship and innovation,encourage multi-channel employment,support migrant workers to return home and start businesses,and focus on solving outstanding problems faced by migrant workers.Document No.1 also points out that in order to make up for the shortcomings of agriculture and rural areas,we need to firmly promote poverty alleviation,take root in all policies and measures of precise poverty alleviation,stimulate the enthusiasm and initiative of poor people to get rid of poverty,and establish a long-term mechanism for stabilizing poverty alleviation.In the report on the work of the Nineteenth National Congress of the CPC,General Secretary Xi Jinping pointed out that entrepreneurship should be encouraged to promote employment,provide all-round public employment services,promote multi-channel employment and entrepreneurship of migrant workers,comprehensively promote the strategy of rural revitalization,resolutely fight against poverty and keep abreast of the growing needs of the people for a better life.Obviously,the state has attached great importance to the return of migrant workers to start businesses and precise poverty alleviation.Based on the macro-level of deepening and coordinating the promotion of migrant workers’ entrepreneurship and precise poverty alleviation in Luoyang,this paper systematically and thoroughly studies the linkage between migrant workers’ entrepreneurship and precise poverty alleviation in Luoyang,starting with the analysis of the current situation of local migrant workers’ entrepreneurship and poverty alleviation,using the method of theoretical and empirical analysis.The main contents of this paper are as follows:1.Consolidate the theoretical basis of research.This paper introduces the background and significance of the research from the perspectives of countries,Henan Province and Luoyang City,which promote the policies of returning migrant workers to start businesses and precise poverty alleviation simultaneously;makes a comprehensive review based on the relevant literature abroad and at home;defines the concept and outlines the basic theory.2.Analysis and explanation of the current situation.On the basis of summarizing the situation of migrant workers’ returning to their home towns,entrepreneurship,poverty and poverty alleviation in Luoyang City,this paper sorted out the policies of supporting migrant workers’ returning to their home towns and precise poverty alleviation in the region respectively,excavated the linkage relationship between the policies,and then summed up the coordinated mechanism of the linkage development of the two policies.3.Qualitative analysis.This paper makes a qualitative analysis of the questionnaire results of Luanchuan,Songxian,Luoning,Ruyang,Yiyang and Yichuan six poverty-stricken counties in Luoyang City,and illustrates the realistic relationship between returning home to start businesses and poverty alleviation in poverty-stricken counties of Luoyang City.4.Quantitative analysis.Based on the detailed data,the VAR model is constructed to analyze the dynamic effects of rural labor force transfer and poverty alleviation in Luoyang.Combining with the actual situation of rural labor migration for entrepreneurship and precise poverty alleviation in Luoyang,the linkage between migrant workers’ entrepreneurship and precise poverty alleviation is summarized.Furthermore,some suggestions are put forward about how to promote synchronously and deeply the work of supporting migrant workers’ entrepreneurship and precise poverty alleviation.
