In recent years,China's express industry has developed rapidly.China's express delivery industry grew by 2.9%,equivalent to three times the speed.China's express industry has unlimited development space and potential in the future.At the same time,private express companies have been listed for financing,and quickly occupied the market segments.As a wholly-owned subsidiary of China Post,Xi'an Post Express is adhering to the development strategy of "one body,two wings" of China Post,and is committed to meeting the increasing demands of express service quality of the people.However,constrained by the state-owned enterprise system,postal courier is not flexible enough in policy regulation,and there is no good incentive in personnel utilization.Relatively old performance appraisal system leads to low job satisfaction.Based on the theoretical knowledge of balanced scorecard,this paper optimizes and improves the performance appraisal system of Xi'an Post Express Pilot.From the four levels of BSC:finance,customers,internal business processes,learning and growth,the establishment of performance appraisal indicators,the quantification and subdivision of performance appraisal indicators,the weight setting of performance appraisal indicators,the selection of performance appraisal cycle,the feedback of performance appraisal and the application of results.Let Xi'an Post Express focus on the long-term development strategy,but also focus on the short-term goals to achieve.Help Xi'an Post Express to combine its strategic planning with its recent planning,so as to realize the operability of the company's strategic planning.At the same time,it pays attention to the improvement of individual performance and professional skills of the hiring staff,links the strategic development of the company with the career planning of the hiring staff,improves the professional ability of the hiring staff,improves the job performance,and improves the initiative and effectiveness of the hiring staff in the work.In addition,as an effective basis for training employers and career development plans,it will continue to create value for Xi'an Post Express.
