district.The state-level new district is a state-level comprehensive functional zone approved by the State Council to undertake major national development and reform tasks.It is responsible for driving regional economic development,promoting institutional and institutional innovation,promoting the integration of production cities,and leading comprehensive reform and opening up.With the increase in the number of state-level new districts and the passage of time,it is timely to evaluate whether the established state-level new districts promote the quality of regional economic development,which is conducive to the transition from high-speed to high-quality economic development to other new districts.Construction provides reference for further improvement of economic development benefits.In June 2011,the State Council officially approved the establishment of Zhejiang Zhoushan Archipelago New Area.Zhoushan became the first national-level new area with the theme of marine economy.The administrative area of Zhoushan City is also the new area.The total area of ??Zhoushan Archipelago New Area is 22,200 square kilometers,of which the sea area Accounting for 93.7%,the land area of??Zhoushan is far less than the sea area,and the marine economy is destined to be the focus of economic development in Zhoushan Archipelago New Area.Therefore,the establishment of Zhoushan Archipelago New Area is an important strategic decision for the marine economy in China.Objectively assessing whether this policy can effectively promote Zhoushan's economic development is not only beneficial to analyzing its role in regional economic development,but also exploring the economic development model of coastal areas;it is also conducive to promoting Zhoushan to become the leading area of Zhejiang's marine economic development and the Yangtze River Delta region.The important growth pole of economic development promotes the further development ofChina's marine economy.Conducting policy effect assessment can accurately measure the effect of regional economic policy implementation,and is of great significance and function for improving regional economic policy system.Economic efficiency evaluation can effectively improve the quality of policies,enhance economic benefits,and provide sufficient evidence for policy effect evaluation.The quality of economic development can be evaluated through economic efficiency.Based on the above background,this paper uses the 1995-2015 China Urban Statistical Yearbook to collect the input-output economic data of 21 prefecture-level cities in Jiangsu,Zhejiang and Anhui,and uses the data envelopment analysis of the super-efficiency DEA model to determine the number of employees in urban units.The administrative area land area,public finance expenditure and fixed asset investment are the four input factor indicators.The economic efficiency analysis of the main input is made by using the regional GDP as the output factor indicator,and then the "counterfactual" analysis is combined to explore the Zhoushan Archipelago New Area.Establish an impact on regional economic efficiency.For the first time,data envelopment analysis and counterfactual analysis are combined.Firstly,by collecting the input-output economic data of 21 prefecture-level cities in Jiangsu,Zhejiang and Jiangxi from 1995 to 2015,the data envelopment analysis method is used to measure the economic efficiency of these cities during the above 21 years.Then,based on the calculation results,the "counterfactual" analysis method is used to quantify the impact of the establishment of Zhoushan Archipelago New Area on the economic efficiency of Zhoushan.Studies have shown that the establishment of Zhoushan Archipelago New Area has improved the economic efficiency of the area within a certain period of time,but the time of action is limited.In the future,it is necessary to improve the current economic
