Transformation And Upgrading Of Zhoushan Core Marine Industries Under The Archipelago New Area

In twenty-first Century the world has entered the stage of marine economy, allcountries had been speeding up their strategic layout upon the marine economy. Zhejiangprovince, by virtue of her geographical advantage, strong economic foundation, had firstlyadopted by the country as the "Zhejiang province national economic and socialdevelopment in the Twelfth Five Year Plan", which clearly put forward the construction ofZhejiang Zhoushan Archipelago New Area as the key point of marine economydevelopment and submitted to the state council. In January2013, the State councilhad officially approved the "Zhejiang Zhoushan Archipelago New Area DevelopmentPlan" that launched the construction into implementation stage. The implementation of thepolicy provides a favorable environment for the construction of the Zhoushan islands. Butfrom another perspective, there are also challenges, facing many problems in theconstruction process of the new area as, relatively lower natural endowment ofresources, serious aging in the marine industry, resource intensive development modeof industry has no longer meet the needs of the new type of the development in modernmarine industry. The need to achieve the transformation and upgrading of the newdevelopment background of Zhoushan Archipelago New Area to realize the sustainabledevelopment in marine industry is the most important issue to be urgently solved, which isalso the goal of this paper.Based on the references and government development reports, using the methodof qualitative comparative analysis, taking the marine industry development inZhejiang Zhoushan Archipelago New Area as the basis, the paper firstly introducedthe related theory of industrial upgrading, then fully analyzing the limitationand development opportunities in the face of the development of Zhoushan marine industry,followed by the counter measures and suggestions combined withthe industrial upgrading theory that give concrete promotion of Zhoushan marine industrydevelopment. Throughout study we found that the marine industry in Zhoushan (includingthe port industry, port logistics, marine tourism and marine fishery etc.) in the process ofdevelopment is facing the problem of transformation and upgrading, especially in the fieldsof port industry and port logistics. At the same time, the study also found that thereare important opportunities exist in the above industry development, so thecorresponding analysis, policy suggestions and the optimal path have been carried out for the third part of the question, that is to highlight the development of keyindustries, promote the optimization of the industrial structure, upgrade the industrycluster, strengthen industrial development guidance, broaden the financing channels for themarine industry and increase support for marine science and technology investment fromthe government level to sustainably encourage marine science and technologyinnovation. Finally this paper points out the results of the present study is not fullycomplete, further studies and analysis are to be performed in future.
