The Research For Social Insurance Services Equalization Of Zhoushan Archipelago New Area

Social insurance services equalization in urban and rural area is the important content in basic public service equalization,and it is an important strategic decision to narrow the gap between our urban and rural area in the new period and promote the social justice.It is also the inherent requirement to build a socialism harmonious society and satisfy people's growing demand for a better life.Zhoushan is the first archipelago new area to be found in China,its overall development strategy is forward-looking and leading.Zhoushan's basic public service must coordinate with the overall development plan of Zhoushan archipelago new area.Especially,Zhoushan's government must achieve firstly in the livelihood security equalization in urban and rural area,keeping up with the developed countries,and becoming the demonstration area of the domestic social insurance services equalization.The thesis takes the urban and rural social insurance services equalization as a main line,and take the Zhoushan archipelago new area as the research object.The thesis is written from two aspects(theory and practice)to solve the problems below :In the terms of theory,systematically summarize the research status and theory basis at home and abroad in regard to urban and rural social insurance services.On the basis of it,explain the connotative meanings of Zhoushan archipelago new area' urban and rural social insurance services equalization,and through combing national social insurance policy,the development of urban and rural social insurance services in Zhejiang province,and the trend of urban and rural social insurance services equalization in Zhoushan,the thesis discusses the history and changes of the social insurance from national,provincial and municipal aspects(three aspects).In the ways of practice,according to the five social insurance(the basic endowment insurance,the basic medical insurance,the birth insurance,the industrial injury insurance,the unemployment insurance.),the thesis analyses the status of urban and rural social insurance services equalization in Zhoushan archipelago new area,explore the cause of non-equalization,and finally put forward the relevant solutions and suggestions to improve the urban and rural social endowment insurance equalization in Zhoushan archipelago new area.This thesis draws the following research conclusions: in the equalization status,under equal opportunities,the urban and rural social endowment insurance policy has achieved full coverage,and the slight differences exist between the basic social endowment insurance and the basic social medical insurance' attendance rates.Under equal processes,there are significant discrepancies between urban and rural area about the minimum pension payment of the basic social old-age insurance,hospitalization reimbursement rate of social basic health care,and maternity insurance allowance.Under the equal results,in urban and rural area,there are certain differences among life expectancy,proportion of medical expenses,and satisfaction with social insurance services.That is to say that,in Zhoushan archipelago new area,the urban and rural social insurance services are non-equalization.But,the differences between urban and rural area are narrowing.The main causes which lead to recent non-equalization are the differences among the design of Zhoushan archipelago new area's urban and rural social endowment insurance policy,public finances,and management of social insurance fund.According to research conclusions,at the end of this thesis,it puts forward some suggestions and improvements referring to Zhoushan archipelago new area's urban and rural social old-age insurance equalization.
