Research On Comprehensive System Reform Of Zhoushan Archipelago New Area Land Resources Administration

Land resources administration system,is the general term that describes system,organization and method for macroscopical administration,supervision and control on land ownership,land registration, land utilization, land marketing and land taxation by the country government all over the country(or on a special area).Land area of Zhoushan Archipelago is very small,and the main part is hill,the land resources which can be utilized is very limited. After the implement of Zhoushan Archipelago National Strategy,especially with the development of transportation and port, storage and logistics, portside industry, which have large demand for construction land, demand for construction land in Zhoushan Archipelago New Area during the “12th Five‐year Planning” and the “13th Five‐year Planning” will increase sharply,which will result in acute imbalance between land supply and demand,as well as serious resources restrict. Zhoushan is facing more and more problems on land administration, and needs a update of current land resources administration system.Basing on the actual situation of island city characters and island exploitation and administration, this article proposes a reform solution on in‐depth advancing coordinated development plans for land and sea, innovation of land utilization planning administration,in‐deep research more effective way of arable land protection,finding a new system of intensive land utilization,in‐deep reform of construction land approval system,establishment of new social administration platform,trying to establish a new land resources administration system for supporting and expedition of scientific development of the New Area,in order to realize good and fast developing of Zhejiang Zhoushan Archipelago New Area.
