Research On The Whole Process Performance Evaluation System Of Pension PPP Project

With the aging of China and the increasingly development of PPP projects,the pension PPP project has developed rapidly.The lag of the perfect operation system of the project makes it face problems such as unreasonable planning and positioning,lack of contract system,substandard service quality,inability to timely subsidize government subsidies,and difficulty in maintaining project operation.In order to improve the implementation status of the pension PPP project and ensure the smooth progress of the project,it is necessary to study the whole process performance evaluation system.In order to avoid the emergence of "self-interest" tendency in the evaluation process and ensure the objective fairness of the evaluation system,this paper will establish a scientific and reasonable performance evaluation system for the whole process of pension PPP project from the perspective of third parties.Firstly,based on the characteristics of the pension PPP project and the current research status of PPP project performance evaluation,this paper selects the performance evaluation index of the pension PPP project from the dimension of the project implementation process through the literature research method.Then,through the expert questionnaire survey method,the importance degree of the index is scored.The SPSS software is used to analyze the data to make the optimization of indicators,and the performance evaluation index system for the whole process of the pension PPP project is established.Finally,based on the establishment of the indicator system,the structural equation model of the index is established by using SPSS.AMOS.It determines the relationship between each performance evaluation index and the affecting path between them.And assigning values to each index.In order to make the evaluation system more clear and easy to operate,this paper has further refined the evaluation indicators according to the characteristics of the pension project,and established a performance evaluation system for the whole process of the pension PPP projects.In order to verify the applicability of the system,this paper conducts an empirical analysis of the “PPP Project of the Second Welfare Center in Beijing Chaoyang District”.And according to the analysis results,the weaknesses of the project in the implementation process are found out,and the project implementation optimization suggestions are proposed.Through research,we can find that not only the direct impact of project stage factors on project performance,there are also interactions between project phases,especially the impact of the preliminary planning phase on the project implementation phase.Overall,although the operational stage factors of pension PPP projects have the greatest direct impact on their performance,the factors of project preparation and procurement stage will have a greater comprehensive impact on project performance under the influence of indirect path weighting.
