Research On The Performance Evaluation Of PPP Project Based On The Stakeholders Theory

With the development of economy and society,the human's needs of public productions and services is growing faster and faster.Recently,for the human's needs of public productions and services,there are lots of infrastructure constructions in China.PPP project can not only relieve goverment's financial pressure in infrastructure construction,but also improve the efficiency of infrastructure construction,so PPP project are widely used.Under this background,how to evaluate the performance of PPP project,and how to improve the performance level of PPP project are issues with great research significance.Firstly,the research background and significance are introduced in this thesis.And the relevant research achievements are analyzed and summarized in this article.Secondly,it summarized the definition,beginning,operation type,characteristic of PPP project and the Stakeholder Theory.Thirdly,the life circle of PPP project is divided into three phases.Based on the Stakeholder Theory,the stakeholders are identified and the core stakeholders are defined in three phases.Using the Performance Prism,the preliminary performance evaluation index system is established.Then,using the Delphi method,the final performance evaluation index system is established.Next,we chose the fuzzy comprehensive evaluation method to construct performance evaluation model of PPP project and used the AHP method to determine the weight of the index.Last,the feasibility of the evaluation system is proved by using it to a case.
