Research On Policy Path Choice Of Private Economic Development In Liaoning Province Of Farmer-related Private Enterprises In Liaoning Province

Private economy is an important part of China's socialist market economy.Creating a good environment for the development of private economy and providing more opportunities are important measures to achieve economic recovery in Northeast China.In order to find out the predicament and demand of private economy development in Liaoning Province,solve the problems of economic environment and management environment in private economy development,promote the sustainable and healthy development of economy and society in Liaoning Province and even in Northeast China,and ensure the smooth implementation of Rural Revitalization strategy.Through field investigation,filling in questionnaires,organizing symposiums,and using statistical analysis,comparative analysis and other methods,this study investigated the SME bureaus,land and resources bureaus,50 Farmer-related enterprises and 8 land-using units in Shenyang,Anshan,Yingkou,Tieling and Huludao cities of Liaoning Province.The following conclusions are drawn:(1)Generally speaking,first of all,the number and scale of private economy in Liaoning Province has been further strengthened,and the growth rate is obvious.By the end of 2016,the total number of private enterprises and individual business households in the province was 28.08 million,with a cumulative increase of 72.5 million newly registered private enterprises,an increase of 33.5% over the same period of last year,and 213,000 newly registered individual business households,an increase of 30.2% over the same period of last year.Secondly,private economy contributes a lot to economic development,but the growth rate begins to decline.In 2016,the added value of private economy in Liaoning Province was 1105.4billion yuan,accounting for 50.2% of the province's GDP.However,the growth rate of private economy has declined since 2013,and the decline rate has increased year by year.Thirdly,the private economy has made remarkable achievements in absorbing employment,but it also shows a downward trend.At the end of 2016,the number of private enterprises and individual businesses in Liaoning Province was 93.4 million,accounting for 58.5% of the total employment in secondary and tertiary industries.(2)Through the investigation and analysis of 50 Farmer-related enterprises in Liaoning Province,we can see that Liaoning Province is facing the dilemma of "two high dilemmas" and "two low dilemmas" in the development of private economy.Specific performance is: high labor costs and difficult employment,high financing costs and financing difficulties,heavy tax burden,but less government services and social responsibility,but less social support.(3)Enterprises' policy appeals are mainly manifested in the following aspects: the return of land transfer fee,requiring the government to fulfill its promise;dealing with the issue of real property rights certificate,requiring the solution of historical legacy problems;the excessive land tax rate and the Levy of fairness,requiring the reduction and exemption of land tax;improving the economic environment,solving the two major difficulties of financing and employment;increasing the government's tax reduction efforts to benefit enterprises;From the perspective of the support of the big government,we can help the development of enterprises.(4)Based on the above conclusions,this study puts forward the policy path choices to promote the development of private economy in Liaoning Province from the following six aspects.Specifically include:tax reduction and burden reduction,direct expansion of enterprise profit space;combination of retention and quotation,guarantee of human resources needed by enterprises;advocate taking responsibility,create a strong government environment;give real estate registration and certification a certain flexibility to solve some of the problems left over by the enterprise history;optimize land application procedures and links,shorten the application cycle of enterprise land;explore industrial enterprise land bomb;transfer period,reduce the cost burden of initial land use.
