Study On The Factors Affecting The Efficiency Of Customs Clearance In Inland Cities

With the in-depth development of economic integration,customs clearance has been valued by countries as an important link in foreign economic and trade exchanges.Countries have adopted different policy measures to improve the efficiency of customs clearance in their countries.China's needs based on economic development and strategic planning also attach great importance to the improvement of customs clearance efficiency,and carried out a series of reforms and achieved remarkable results.The author conducted a research study and found that after the customs clearance reform,the customs clearance efficiency of inland customs is lower than that of coastal customs under the same customs clearance mode.This deserves our deep thinking and is also the entry point for this study.At present,most of the factors influencing the efficiency of customs clearance in China are concentrated in coastal areas,and there is less concern in inland areas.This paper hopes to supplement relevant research.The problem studied in this paper is the influencing factors of customs clearance efficiency in inland customs.It mainly explores the factors affecting the customs clearance efficiency of inland customs in the same situation as the current customs clearance mode.Not only can it effectively improve the customs clearance efficiency of inland customs,promote the economic development of inland areas,but also help to reduce the gap between China's inland and coastal economic development.The research ideas of this paper are as follows: Basically follow the idea of "propose a problem-analyze the problem-solve the problem".First of all,through the calculation of customs clearance efficiency of inland customs and coastal customs,the author finds that the customs clearance efficiency of inland customs is lower than that of coastal customs.This paper proposes the research theme of this paper.Then,the author takes the government governance theory as the guidance and the government execution power as the cutting-edge Pointing on the differences between inland customs and coastal customs,focusing on the four elements of government executives,government implementation resources,government implementation systems and government ecological environment,it is found that inland customs are at a disadvantage compared with coastal customs offices,leading to a certain extent.The customs clearance efficiency of inland customs is lower than that of coastal customs clearance.Subsequently,the author takes the current customs clearance process as the research subject,and analyzes the mechanism and path of government governance and government execution force on customs clearance efficiency in the three stages of declaration,customs clearance and customs clearance.From the theoretical level,the author demonstrates the government executive body,government implementation resources,The government's implementation system and the government's ecological environment will have an impact on customs clearance efficiency.Finally,the author selects Chengdu Customs as a case,combines government governance theory and government executive power theory,and implements government executives,government implementation resources,and government implementation before and after customs clearance reform in Chengdu.The changes in the four elements of the system and the government's ecological environment analyze the impact on customs clearance efficiency.From the specific practice cases,it is demonstrated that the above four influencing factors will have a significant impact on customs clearance efficiency,which is currently restricting China's customs,especially An important factor affecting the efficiency of customs clearance in inland customs.The conclusion of this paper is that the inland customs' inferiority in government executives,government implementation resources,government implementation system and government ecological environment is the influencing factor that affects the efficiency of customs clearance in inland customs.Specific measures for improving the efficiency of customs clearance in inland areas have also been provided around the four elements,providing reference for inland customs to improve customs clearance efficiency.
