The communication satellite is an important means to realize the global communication.It reflects the communication technology level in a country or region.At present only a few countries have the capability to manufacture the communication satellite.The country that does not have the capability have to buy satellite from the international market or purchase the corresponding satellite communication service.And the rapid formed demand also promoted the commercialization of the international telecommunications satellite market.With the rapid development of China’s satellite development and communication service,China Space industry is gradually integrated into the competition of the international communication satellite market.However,due to unfamiliarity with the bidding process and rules in the international communication satellite market.A standardized and stylized bidding analysis strategy has not yet been formed,which leads to the poor quality proposal and low winning rate.Therefore,it is of great theoretical significance and practical application value to comb the bidding process of the international communication satellite project and to construct a scientific bidding strategy for improving the winning rate and the international competitiveness of China’s space.On the basis of a systematic review of the research progress of the worldwide commercial communication satellite market,this paper summarizes the status,competition pattern and development opportunities of the market,and analyzes the current situation and existing problems of participating in the bidding of international communication satellite in China.,A commercial communication satellite bidding process and steps is defined through the summary of the investigation information.On the basis of the bidding characteristics,the key points of bidding are summed up.On this basis,the bidding process and key process control points of China’s participation in the international communication satellite project are formed.Based on the construction of the bidding process,this paper combs and quantifies the price,technology,period and development experience which are emphasized by the customer during of the international commercial communications satellite bidding process.It helps to form a communication satellite project comprehensive evaluation index system in which the calculation formula of the individual indexes are given.The comprehensive evaluation model of the international communication satellite project is formed by using the multi-index weighted comprehensive method to facilitate the comprehensive quantitative evaluation of the competitiveness of the competing bidders in the early stage of the international commercial communications satellite project.With the evaluation,the bidder can draw the bidding strategy and adjust the bidding scheme according to the customer’s needs.Then the chart form is used to summarize the bidding decision process of the international business communication satellite project.Finally,the paper uses the example of the Russian Express-AMU2 satellite bid project as the background to carry out an empirical study.Through the analysis of the quantitative indexes of the bidders from China,Russia,Canada and Europe,this paper demonstrates the algorithm process of the comprehensive evaluation model constructed in this paper.It fits the actual project bidding results very well,and illustrates the validity of the bidding scheme of the international communication satellite project constructed in this paper.The research results not only provide scientific method support for China in the international commercial communications satellite project to improve the project winning rate,but also provide valuable reference for the preliminary analysis of the project,the identification of the bidding gap and the adjustment of the bidding proposal,and also provide useful references for the other public companies to participate in international project bidding.
