At present,China’s economic and social development has entered a new normal,the development of enterprises is increasingly driven by innovation,and the root of innovation lies in talents.For aerospace enterprises,the scale is gradually expanding,the level of equipment is continuously improving,and the role of scientific and technological personnel in enterprises continues.It is highlighted that how to scientifically and reasonably carry out the evaluation of scientific and technological personnel has become an important proposition for aerospace companies.Scientific and technical personnel as the main force to promote the development of aerospace science and technology industry,their knowledge,quality,ability,attitude and so on determine the core competitiveness of aerospace enterprises.At present,the evaluation of scientific and technological personnel by aerospace enterprises is often based on academic qualifications,experience and work results.It does not make a comprehensive,qualitative and quantitative description of its competency,and it is impossible to scientifically make the actual ability of scientific and technical personnel.Make a reasonable assessment.This article first uses the literature method,behavioral event interview method,and other methods to propose a competency element that meets the scientific and technical personnel.Second,based on the questionnaire survey method;it identifies the key competence factors for scientific and technical personnel positions,and uses scientific interviews with experts to interview scientific and technical personnel.The competency elements have been revised to form indicators of the competency model of the scientific and technological personnel.Third,the use of analytic hierarchy process to determine the weight of scientific and technical personnel’s post competency factors,build a post competency model that meets aerospace science and technology personnel,and form a post-evaluation system based on competency.Finally,the application methods and safeguard measures of the competency model evaluation system are proposed to improve the efficiency of human resource management.This article starts from the perspective of competency model and conducts research on the capacity building of scientific and technological personnel in aerospace enterprises,which has a certain theoretical and practical significance for the building of aerospace enterprise teams.Specifically,the research of the dissertation will help to enhance the comprehensive capability of the professional and technical talents in the aerospace enterprise,enhance the sustainable competitiveness of the aerospace enterprise,and generate huge material wealth and spiritual wealth.It has far-reaching theoretical and practical significance.
