With the rapid urbanization,the regional urban shrinkage in China has been increasingly developed,and the transformation and upgrading of traditional industrial areas become an inevitable trend.How to reasonably take use of the inefficient industrial land has become a practical problem that needs to be taken into consideration.As for the traditional industrial city shrinkage,represented by city of Qiqihar,a large amount of industrial land have been formed in urban built-up area at the era of planned economy.With the blindly urban expansion and the economic system reform,the productivity efficiency of the industrial land was decreased,which resulted in the decay area inside the city.In order to maintain excessive infrastructures,governments consumed a large number of financial resources which brought more potential risks,exacerbating the condition of urban shrinkage.Under this context,this study selected the shrinking city Qiqihar in northeast China as the case.It improved the inefficient industrial land identification system with the background of population loss and conducted the analysis on the countermeasures from the micro-perspective.That will have significantly theoretical and practical meanings on the shrinkage city development and the industrial land renewal.This thesis investigated the population shrinkage and status quo of industrial development were at first.According to related data of statistical yearbook,population and GDP density map of Chinese Academy of Sciences Data Network(spatial resolution 1KM in Year 2010 and 2015),the status quo of urban built-up area in Qiqihar was clear to see,including economic society,industrial development and shrinking space distribution,thereby dividing patterns based on shrinking degree.According to the onsite investigation on factors including land use,economic,social and environmental benefits of the industrial land in Qiqihar under shrinking background was carried out by means of onsite observation,remote sensing image,questionnaire,interview,etc.After that,the evaluation and analysis on inefficient industrial land of Qiqihar buildup area was conducted in this thesis.The evaluation is concentrated on establishing the inefficient industrial land identification system for Qiqihar: It integrated indicators that can affect the development of industrial land use according to previous research findings,occupation standards and acquirable data,and to obtain identification indicator weight by layer-based AHP.The data standardization of industrial land use indexes based on GIS platform was conducted,and their values were multiplied by weights,to obtain the comprehensive evaluation results through superposition analysis by multi-factor evaluation and propose the evaluation standard for inefficient industrial land.According to the analysis from the perspectives of industrial scale and spatial distribution,inefficient industrial land belongs to urban regional shrinking,for which,its spatial distribution is almost the same as urban shrinking area,but the two do not happen at the same time The evaluation divides inefficient industrial land into four categories high-efficient intensive use;general proper use;general inefficient use and inefficient extensive use.Half of the industrial land in the built-up area is in the state of inefficient utilization,mainly in the general inefficient use of land,and the equipment manufacturing industry is the most inefficient.According to the analysis from the perspectives of industrial scale and spatial distribution,inefficient industrial land belongs to urban regional shrinking,for which,its spatial distribution is almost the same as urban shrinking area.It is correlated with the degree of contraction but the two do not happen at the same time.On that basis,based on the spatial shrinking degree of surrounding areas,the development situation in the future of inefficient industrial land was divided into four categories of significant increase;stable increase;potential shrinking and significant shrinking.Aiming at four kinds of inefficient industrial land,different strategies can be applied:conduct integrated improvement measure to retain development type industrial land;conduct transformation to industrial upgrading type industrial land;tap potentials,increase benefits or replace functions for functional replacement type industrial land;temporarily take back or reserve flexible possibilities for elastic adjustment type industrial land.In this way,a sustainable and healthy planning strategy can be formed for dealing with shrinkage and guide the transformation and development of industrial land in urban built-up area of shrinking cities.
