The increasingly dynamic and complex project environment makes the project management model face many challenges.How project organizations respond to changing needs and achieve rapid delivery has become an urgent issue for industry and academia.The ability of a project organization to respond quickly in the face of change is Project Agility,which determines the success of the project to some extent.The ability of project organizations to communicate with customers in the face of change,the ability to collaborate between companies and their operational capabilities are key to Project Agility.As a system for decision making and information processing,organizations need to quickly and efficiently information processing and decision-making capabilities when maintaining and improving key capabilities such as customer communication,enterprise collaboration and their own operations at all stages of the project,which naturally requires information technology stand by.At the same time,Organizational Learning is also a process in which organizations make decision adjustments in the face of environmental changes and change the way information is organized.Information is the starting point for Organizational Learning,and the most direct role of IT capability is to process information.Through IT capacity building,organizations can improve strategic forecasting capabilities,increase organizational flexibility,and reduce the impact of environmental uncertainty.While storing and integrating information generated in business processes and organizational process assets,facilitating the deepening of existing knowledge and new The acquisition of knowledge,in turn,enables the project organization to improve its ability to respond to changes in demand decision making,planning,and resource coordination.Therefore,building IT capability and strengthening Organizational Learning has become a viable path for companies to improve Project Agility.This study starts from the two dimensions of IT capability technology and management,organizes dual-element learning as a mediator variable,and the project environment uncertainty is a regulatory variable,and builds “ IT capability-Organizational Learning-Project Agility in an Uncertain Environment” Theoretical research model.Focusing on the basic question of whether IT capabilitiy in uncertain environments and how to influence Project Agility through Organizational Learning,this paper uses literature research,theoretical research,field research,questionnaire research and statistical analysis to study IT capability.Based on the theoretical review of Organizational Learning,Project Agility and environmental uncertainty,the concept and connotation of related variables are discussed,and the corresponding hypotheses and theoretical models of this research are proposed.Based on the survey data of 193 implementation projects managed by different industries,statistical analysis such as regression analysis was used to explore the relationship between IT Capability,Organizational Learning,Project Agility and Environmental Uncertainty.The results show that IT Technology Capability and IT Management Capability positively affect Project Agility through Exploitation Learning and Exploratory Learning,respectively,and Environmental Uncertainty plays a negative role between Exploitation Learning and Exploratory Learning to Project Agility.Regulating effect.In addition,this paper combines the theoretical and practical background,further explores the empirical results,and puts forward corresponding practical suggestions for the project management of enterprises and points out the future theoretical research direction.There are five chapters in this paper,as follows: the first chapter is the introduction,which consists of four parts: research background,research significance,research content,research methods and research innovation points;The second chapter is a theoretical review,through the IT Capability,Organizational Learning,Project Agility and Environmental Uncertainty of the relevant theory comb,provide a theoretical basis for the subsequent content;The third chapter is the research design.On the basis of the definition of related core variables,the hypothesis and model are proposed,and the measurement memory of related variables is defined.The fourth chapter is data collection and analysis.It mainly studies data collection and verification of main path,intermediary path and regulatory path,and further discusses relevant empirical results.The fifth chapter is the conclusion and prospect of this research.On the basis of the elaboration of the research conclusion of this paper,Suggestions and countermeasures for improving project agility are put forward from many aspects,and the deficiencies and future theoretical direction of this research are discussed.
