How Does Government Performance Affect Innovation In Private Manufacturing Enterprises?

The government factor is one of the important external situations that enterprises face in their production activities.Under the special political environment of China,the enterprises' behavior is influenced by the government factors inevitably.In recent years,China has increasingly attached importance to improving the innovation ability of manufacturing enterprises and to promoting the innovation of manufacturing enterprises.The guiding significance of the government to the innovation of private manufacturing enterprises has also drawn increasing attention from the academic field.The existing researches are quite abundant on how various government factors affect the innovation achievements of enterprises,but the relevant theories are either fragmented exploratory researches,lacking empirical support,or traditional empirical researches based on big data,paying too much attention to the role of single factor and lacking the research on the joint influence of multiple factors under the government dimension on enterprise innovation.Based on the redefinition of government performance,this study cites government integrity,government service efficiency and policy support as the dependent variable,picks up the private manufacturing enterprises in eight cities,which from pearl river delta region,the northeast region and Shandong district,as the research objects.All of these are selected from the CMCC case base.And this study explores the comprehensive effects of three factors on enterprise technology innovation and management innovation using the qualitative comparative analysis method(QCA).Study finds that any single factor among government integrity,government service efficiency and policy support has no decisive explanatory power for enterprise innovation,but the combination between these three factors can have different influences on enterprise innovation.Besides,the effects of government performance on technology innovation and management innovation are different.Through the results of QCA analysis,seven kinds of steady-state performance of government,including "high policy-low integrity","high integrity--high service","low service-low policy",and "low integrity--low policy" and so on,which affect enterprise innovation,are summarized and discussed the mechanism behind these seven steady-states in depth.The analysis finds that when the government performance is of low integrity and high policy support,the technological innovation and management innovation degree of enterprises are relatively high.When the government performance is of high integrity and high service efficiency,enterprises tend to make technological innovations,while management innovation is at a low level.When the government performance is of low service efficiency and policy support,enterprises tend to make management innovations,while technological innovation is at a low level.When the government performance is of low integrity and policy support,the technological innovation of enterprises is at a low level.In addition to external factors,internal technological innovation and management innovation also interact with each other.
